Summary:: Due to entering the facility with no owner notes, there is no prior dog-to-dog history recorded. 8/25/26: Flocca is introduced to a novel intact male and is loose and wiggly at the gate with mid level fast wags. The other dog begins displaying frustration and alert barks, Flocca initially flinches but then looks towards the other dog remaining non reactive, then turns to greet handlers. He is then introduced to a novel intact male and is loose and wiggly at the gate. He shakes off and bounces along the fence once, then follows the other dog along the fence line heavily panting when they don't reapproach. He is then introduced to a novel intact male and is loose at the gate. The other dog is let into the yard and Flocca places his paw on the other dog's back and attempts to mount but the other dog squirms out from underneath him. Flocca then begins play bowing and bouncing around the other dog. He stands on the other dog and licks his face/ears but steps off on his own. The two are let off leash and play chase but Flocca soon attempts mounting. The other dog gives appropriate escalating corrections but Flocca ignores them and continues attempting to mount so the dogs are separated. 8/15/26: Flocca is introduced to a novel intact female and is loose with mid level wags at the fence, lip licking while sniffing nose to nose. In the yard, the other dog does chin overs and attempts to mount him. Flocca does not give a correction and remains tolerant, but tenses, lip licks, and gives whale eye while the dog is pulled off. Flocca attempts to reapproach remaining loose and engages in some start stop play but the other dog continues to attempt to mount and the dogs are separated. 8/13/26: Flocca is introduced to a novel neutered male and approaches the fence with a loose wiggly body and mid level wagging tail. The other dog is let into the yard and he engages in mutual sniffing while remaining loose. The other dog begins play bowing and Flocca follows while keeping his snout close to the other dog. The other dog gives a correction with close face proximity and Flocca is pulled away. He pulls towards the other dog while heavily panting, unable to be redirected by treats. The other dog reapproaches and soon gives a harsh correction. The dogs are separated and Flocca pulls towards the other dog panting as he is taken out of the yard.

He sniffs nose to nose through the fence and lip licks a couple times, remaining loose. He is let into the yard and pulls hard towards the other dog but is led away without issue. The two meet face to face and he is loose with mid level wags, sniffing the other dog nose to nose, before the other dog pulls back and bares teeth. He is redirected without issue. He is then introduced to a novel intact male and is loose at the fence, sniffs nose to nose briefly, but mostly engages with his handler. The other dog is let into the yard and Flocca pulls hard towards him and the two engage in mutual sniffing. He is tolerant of the other dog leaping on him and sniffing invasively. The other dog begins to mount him and he is non reactive but lip licks and gives whale eye. He attempts to reapproach after the other dog is pulled off but the other dog continues to mount and the interaction is ended.

Summary (4):: 8/22/26: As the handler approaches his kennel, it's observed that the drain cover is removed and flipped over while Flocca sits at the front. He presents a loose body, and is brought out the room. After exiting the room, Flocca jumps on the handler with a loose body. On the street, Flocca initially walks with mild leash tension; however, he begins to increase the tension, pulling significantly, when attempting to go across the street to walk back to the shelter. Staying on the same street, the handler walks Flocca towards the shelter, and he continues to pull significantly; even as the handler stop, Flocca continues to pull hard when they continue the walk. Flocca allows the handler to straddle his hind legs and place a leash harness on him; he slightly pulls less. Upon entry, the handler undoes the leash harness, clips the leash, and returns Flocca to his kennel.

Summary (5):: 8/20/26: Flocca is at the front of his kennel with a loose body; the handler presents treats to him as they leash him. Once he is brought out the kennel, the handler tosses treats on the floor as they exit the room; Flocca eats the treats as he walks. Once outside the room, Flocca looks treats and eventually picks up a toy. While walking the downstairs hallway, he drops the toy, so the handler gives him a new toy. Flocca walks with mild leash tension, occasionally stopping to play with the toy; he doesn't react to people. While crossing the street back to the shelter, he drops his toy on the road; he looks back and tries to go in its direction, but the handler pulls him away. Once in the garage, Flocca attempts to pull towards other toys. Upon return, the handler clips their leash and walks Flocca to his kennel; he pulls hard and looks at the kennels, but enters his own with ease. 08/19/36: Flocca is at the front of his kennel as handler approaches, he is neutral bodied and does not move until leashed, he is offered treats but does not accept and exits kennel following handler while pulling hard out the room. Flocca continues to pull hard on leash frantically throughout the interaction. He is tense and does not settle at any point, he is difficult to manage and does not relieve himself or stop to sniff. He is eventually brought back inside and returns following tossed treats. 8/18/26: Flocca is at the front of his kennel with a very loose body; the handler feeds him a treat and leashes him as he eats it. While walking out the room, the handler tosses a lot of treats on the ground; Flocca eats them instead of pulling toward the kennels. During the elevator ride, when the handler attempts to pet Flocca, he moves away and dodges their hand, while actively heavy panting; he also pulls towards a dirty toy, which the handler has to pull him away from because he fixates on it. Once in the driveway, Flocca frantically looks around, seemingly wanting to go back in the building. He looks back at the shelter after crossing the street. Flocca walks ahead with moderate leash tension; he doesn't react to people or dogs. while walking back to the shelter, Flocca begins to pull much harder without stopping. Once inside, Flocca pulls towards the same toy seen earlier; the handler pulls him away as he fixates. The handler brings him up to the room. Flocca pulls and attempts to get close to the kennels, but eats the treats the handler tosses towards his kennel. he enter with ease.

Summary (6):: 8/17/26: Flocca is observed to be highly kennel reactive on return after their mid-day walk. He was snarling, baring teeth and pulling very hard towards the neighboring kennels. He was able to be placed into kennel with no further issues. 8/13/26: On the whiteboard, Flocca is noted to pull really hard, as he passed out during the walk; he needs a harness 08/13/26: Flocca is observed to pull toward dogs witha tense body upon returns. 8/12/26 [D2D]: Flocca is at the front of his kennel when handler approaches. He is leashed with a treat lure and taken out of the kennel. Flocca pulls hard, shifting his body forward, all the way out of the room and in the hallways. Flocca has no reaction towards other dogs in pop-up crates or staff members. His body is slightly tense, and he is panting due to pulling. Flocca is taken to the yard for the playgroup (see notes). During return handler is able to pre-clip the leash and bring Flocca aback into the kennel with no issues. 8/8/26: Flocca is at the front of his kennel with a soft body; he is easily leashed and brought out the kennel. While walking out the room, Flocca stares at the kennels with his body slightly turned towards them. Additionally, he stares at a couple of dogs in crates as he walks past them. On the street, the handler pets Flocca, which he leans into and presents a wiggly body; he jumps on the handler twice and then stands on their hind legs to hold onto them. The handler continues to pet Flocca who has a soft expression. Flocca walks with a loose body and mild leash tension; he doesn't react to people, but pulls towards a small dog, resulting in the handler shortens the leash as they walk past. Upon entry, the handler clips their leash and walks Flocca to his kennel; he stares at the kennels as he walks, but enters his own with ease. 8/1/26: Flocca was lying down at back of kennel as handler approached. He was easily leashed and taken for a street walk. He was not feeling well and vomited several times before getting on elevator. He was walking very slowly. After a brief walk outside he was returned to his kennel with no issue.

Summary (7):: 7/30/26: Flocca is reported to avoid the leash when he's being leashed. When he's outside, he pulls hard back to the building; additionally, he pulls towards the kennels while returning to his. 7/24/26: An Adoptions Counselor has observed Flocca to fixate on the dog in the adjacent kennel (Skyler). Flocca would claw, scratch, and mouth the shared kennel wall. As the counselor brings him out for two seperate interactions, both times, Flocca fixates on the shared kennel wall; he also vocalizes and jumps on the wall. Treats have briefly distracted him, but he continues to scratch and jump afterwards. Interaction with PA was not attempted as Flocca was not interested in exiting the kennel. 7/24/26: Flocca is at the back of his kennel when the handler approaches. He displays whale eye when handler unlocks the kennel but slowly approaches to the front. He is leashed with a treat lure and taken out of the room. Upon exiting, Flocca attempts to run back with lowered body but follows the treat trail on the ground which helps to keep him focused. Once he gets to the street, Flocca walks next to the handler with mild to none leash tension. His body remains lowered, and he does not actively seek interaction with the handler. He allows petting, but ignores treats and is not responsive when called, remaining aloof. Flocca doesn't react towards other dog or people passerby. On the way back Flocca pulls harder towards the room. During return handler is able to pre-clip the leash and bring Flocca back into his kennel with no issues. 7/20/26: Flocca is observed to be vocalizing in a high pitch manner persistently. 7/19/26 (Assessment): Flocca was at back of kennel as handler approached. When handler opened door he came forward where he was easily leashed and taken for a street walk before his assessment (Please see assessment notes for detail). While on walk he walked slightly lowered with a slightly tucked tail. He displayed no reactivity to the dogs he saw on the street. When people passed he would sniff after them. He was social with handlers during assessment and happy piddled on assessor. He was returned to kennel with no issue.

Potential challenges comments:: Fearful: Flocca has been observed to be initially fearful with handlers. Noted to have a lowered body and lightly tucked tail. They should never be forced to approach anything that they are uncomfortable with or submit to petting or handling. It should always be their choice to approach a new person or thing. Flocca would do best in an initially calm and quiet home environment and should be given time to acclimate to their new surroundings. Please see handout on Decompression Period. Anxiety/Barrier frustration: Flocca continues to display intense kennel-focused behavior, including clawing, scratching, mouthing, vocalizing, and jumping on the kennel walls.He remained highly fixated on the kennel walls, particularly toward a neighboring dog, and showed little interest in engaging with the handler. While dropped treats briefly redirected his attention, presentation of the leash immediately resulted in Flocca returning to scratching and jumping on the kennel wall inside his kennel. His focus on the neighboring dog.Continued support should focus on increasing distance from triggers, reinforcing calm behavior away from the kennel barrier, and building engagement with the handler to improve his ability to disengage from environmental stimuli.
