Hello, my name is Tommy. My animal id is #245551. I am a desexed male black cat at the Staten Island Animal Care Center. The shelter thinks I am about 5 years 1 months 3 weeks old.
I came into the shelter as a owner surrender on 1/23/2026, with the surrender reason stated as animal behavior - aggressive towards people.

Tommy has been placed on the at-risk list due to ongoing distance-increasing behaviors, including growling, hissing, lunging, and swatting. He escalates quickly during interactions and has not acclimated to staff, as these behaviors persist. Due to the apparent stress associated with the shelter environment, placement in a stable home setting is recommended to allow for appropriate decompression. Tommy has Grade 2 dental disease and reported litter box accidents otherwise, he appears to be in overall good health.

Pre-Screener Form Tommy is a quiet, shy, and independent cat who is having a tough time in the shelter and is very fearful right now. He does not currently tolerate handling or petting and will need a calm, low-stimulation home with patient, experienced caregivers who can respect his boundaries. He has a reported history of eliminating outside the litter box. Tommy has since been neutered, which may help, but ongoing management and behavior modification could still be needed. He also has a history of scratching when startled or when petting goes beyond his comfort level. An adult-only home is required. Tommy would do best as an only cat, or with adopters experienced in slow, structured cat introductions.

Behavior Condition: 2. Blue
Behavior during intake: Tommy had a tense body, eyes dilated and was hiding in the carrier. Staff were able to scan for a microchip and transfer him from carrier to kennel. Once in the kennel, he ran to the back immediately with a tense body.

When reacting to a loud noise, Tommy repeatedly scratched his owner, which resulted in the owner going to the hospital. He also scratched the owner on another occasion after being overstimulated from petting. Litter box training: Tommy had access to one litter box in the corner of the bedroom. The litter box was uncovered with unscented, clumping litter. Tommy has been reported to spray in room corners, over plastic bags, and big bags. He was not able to see outdoor cats. Energy level/descriptors: Low Other notes: Tommy will hiss and growl when being placed into a carrier. He growls, swats, and bites when being picked up/ held. He enjoys having his coat brushed but has also been reported to bite. When having his nails trimmed, he will bite, swat and hiss. Tommy can be described as a calm cat who likes to watch from afar. He only had access to indoors and spends most of his time in the living room. He had interactive playtime multiple times per month but is not interested in play. He likes to scratch on cardboard. The previous behavior issues noted are that he scratches people. He eats both wet and dry food, he likes Fancy Feast with gravy and chicken flavored kibble. His favorite treats are squeeze ups and temptations.
ENRICHMENT NOTES:: 1/31 Tommy is laying in his den when staff approaches. They shut the den portal closed in order to take the den out of the kennel to thoroughly clean it. When being lifted out of the kennel, Tommy lets out a low sustained growl. Staff finishes cleaning in order to put Tommy back in the kennel. When they shut the door and open the den portal back up, he continues to growl. The interaction ends there. 01.23.26 Tommy is leaning against the wall at the back of the kennel. His eyes are wide and his head is low. A scratcher tool is extended out to him. He sniffs it momentarily before turning his head towards the back of the kennel. The scratcher tool is used to pet his cheek and his head, he remains still. When being pet along his body, Tommy begins to twitch and turns his head towards the back of the kennel once again. Treats are placed in front of him at the end of the interaction. 2/7/26 As staff approached the kennel Tommy was laying in his den. Tommy began growl as staff got closer , so his den opening was closed. Staff then began to clean his kennel. Tommy growled the entire time inside his den. Once staff finished cleaning , his den opening was opened back up. Tommy was still growling. 2/15/26 Tommy was laying in his den as staff arrives. Staff closed his den to complete cleaning procedures. Tommy growled, lunging and hitting the inside of the den during the duration of cleaning. When the den was opened again, Tommy remained inside and continued to growl at staff. Treats were left for him at the end of the interaction, but he did not move from his position to take them. 2/27/26 Tommy is laying on top of his den as staff arrives. He hisses when he sees staff, and continues to hiss as they move around his kennel. Tommy gets up and moves into the den, poking his head out to peer at staff. Treats are offered, but he does not show interest in them.

Potential challenges comments:: Inappropriate Elimination: Tommy's previous owner reports that he was eliminating (urinating and/or defecating) outside the litter box on bags and in room corners, but we are unaware of what, if any, modification steps were taken to try and address this behavior. Please note as well that Tommy has been neutered in the care center, which may be influencing the urination behavior. We cannot be sure whether this behavior will continue in a home environment after treatment has been completed, but we recommend that potential adopters be comfortable with management and modification techniques for elimination outside the litter box should this behavior continue in a home environment. Bite History: It was reported that Tommy scratched the owner after hearing a loud noise and once without warning. Additionally, Tommy scratched the owner when he was being pet for too long. The scratches broke skin and resulted in a trip to the emergency room.

BEHAVIOR SUMMARY:: 2/26: Tommy is laying curled up at the back of the kennel, next to his den. His eyes are almond shaped and ears are sitting upright. The handler offers slow blinks as they open the kennel door. A scratcher tool with squeeze up is extended out to him. He licks it quickly. More squeeze up is added and the scratcher tool is moved closer to the front of the kennel, Tommy follows. The handler attempts to pet him with the tool and his ears go down before he runs into the den. Squeeze up is put on the scratcher tool again and he exits the cubby. When attempting to pet him once more, Tommy again darts into the den. The kennel door is then closed and Tommy comes out and moves to the front. A finger is offered out to him, he sniffs before going back into the den. 1/26: Tommy is laying in the back of his kennel. The kennel door is slowly opened and he lowers his eyes against the blanket in front of him. The handler offers slow blinks and he watches with big, round eyes. A scratcher tool is extended out to him and he lowers his face into the blanket again. They use the scratcher tool to rub his cheek, he remains still. When the tool is used to pet along his back, his skin twitches. The handler puts some squeeze up on the end of the scratcher tool and offers it back out to him. He does not sniff, instead, Tommy turns his head towards the back corner and buries his face into the blanket. The interaction is ended to avoid increasing FAS. Tommy is displaying behaviors that preclude placement in the adoptions room and/or may require further investigation before placement in a home. He is extremely fearful in the shelter environment and does not currently tolerate petting or handling. The behavior department feels that placement with a New Hope Partner is the best option at this time. He may have a known history of behavioral issues that need to be addressed.
