Jessie
Hello, my name is Jessie. My animal id is #230035. I am a desexed female tan dog at the Queens Animal Care Center. The shelter thinks I am about 1 years 2 months old.
I came into the shelter as a returns on 7/29/2025.
Sorry, this pet is for new hope partners only.
Pre-Screener FormJessie is at risk due to behavioral concerns in care. Jessie has made it difficult for handlers to walk her due to escalating leash-biting behavior. While she has consistently shown a social, wiggly, and playful demeanor in training, and enrichment settings, she has developed a pattern of biting the leash when exiting her kennel or during transitions. Although she can sometimes be redirected with toys or treats, her behavior quickly resumes once the distraction ends. Medically, Jessie is healthy.

This pet needs emergency placement. Please click here to go to our emergency placement page for more information. Due to the detailed behavior issues, this animal is only available for foster/adoption through one of ACC's New Hope Partners. If you are interested in adopting or fostering, please fill out the pre-screener form. This animal is not directly available for adoption through ACC and is only available by completing the pre-screener form.Adoption inquiries sent directly to ACC will not receive a response. Pre-Screener Form Jessie is at risk due to behavioral concerns in care. Jessie was surrendered to the Care Centers as a stray, so her past behavior in a home environment is unknown. Since arrival, she has been social and engaging with staff, but she is struggling to acclimate to the shelter environment. Jessie is now showing signs of kennel deterioration, including intense leash biting, jumping up toward handlers' faces, and difficulty self-regulating once aroused. Due to these escalating behaviors and her challenges coping in the shelter setting, Jessie would benefit from placement with a New Hope Rescue partner.

Summary:: According to Jessie's previous owner(s), with familiar dogs she has no experience. With unfamiliar dogs on leash, she is playful and has no experience off leash with familiar dogs. 08/06/25 Jessie is introduced at the gate to a novel female dog while off leash at the care center. Jessie will solicit play at the gate offering bounces and play bows, as well as the female dog. Jessie is moved to the back of her pen, allowing the female dog inside to meet face-to-face. As Jessie approach, the female dog will allow sniffing as Jessie sniffs her. Jessie will immediately attempt to mount her, jumping onto her, making her visibly uncomfortable as she displays a hard face. The female dog will then snarl and snap at Jessie, but Jessie is quickly moved away. Jessie will lay down in appeasement as the female dog is guided out of the pen. This concludes the interaction. Due to entering the facility as a stray, there is no prior dog-to-dog history recorded. 06/23/25 Jessie is introduced at the gate to a novel male dog while off leash at the care center. Jessie will approach the gate to scent the novel male dog as does he, both standing adjacent from each other while behind the gate. Jessie displays a soft, wiggly frame as the novel male dog displays a neutral frame, remaining self-present. Jessie will muzzle lick the novel male dog through the gate before walking away. The novel male dog will solicit attention from the handler in Jessie's pen, ignoring her as she reapproaches the gate. Both dogs are returned to kennel, concluding the interaction.
Summary (5):: 8/25/25: Jessie is siting on her bed at the back of her kennel as handler approaches. She comes forward to the front and begins jumping at the door with heavy panting as the handler unlocks it. She is able to be clipped to her harness while being distracted with treats. She then launches out of kennel and begins jumping up and biting at the leash. She is able to be redirected when the handler tossed treats on the ground. She would go back to leash biting, so the handler had to toss treats a few times. She then launches herself forward and crashes into the kennel room exit door. She then pulls hard on the way outside to the yard. In the yard, she is able to run around in circles while on drag lead. She would engage in a game of fetch with treats and tennis balls. She would jump up on the handler with heavy panting for treats. She begins hard barking at a man that was fixing something in the back pens. She is unable to be redirected. When exiting the pen, she continued to bark while pulling towards the man with a tense body. She is able to be taken away and returned back to her kennel with no issues. 08/21/25 (Trainer Note): Jessie is at the front of her kennel as the handler approaches. Her harness is easily clipped and she walks to the Live Room. When inside, Jessie is loose and wiggly and the handler continues to strengthen the 123 game with her. Jessie will sniff around the room and look to the handler as they say the word three. Jessie is taken through the corridor where the handler briefly pauses upon seeing another staff member. A third male staff member is behind, Jessie will growl and chuff at the male staff member, the handler uses the 123 game to move Jessie so they can safely pass. The handlers take Jessie outside and Jessie is pulling strongly. The handler uses the 123 game to keep Jessie close by and prevent her from pulling further. Jessie continues to orient to the handler on the word three as they re enter building and she is safely returned to her kennel.
Summary (6):: 8/21: A handler sees an ACS standing at a door with Jessie, and she is leash biting. She stops when the ACS offers her treats, but then returns to leash biting once she's done eating. The handler gives Jessie a toy, and she takes it, but then drops it when the ACS begins to open the door. They bend to pick it up and give it to her again for her to carry on her walk. 8/20: ACS staff report Jessie's leash bites coming out of kennel but then stops on her own once out of the room. 08/09/25 (Trainer Note): Jessie is at the front of her kennel with a loose body as the handler approaches. She is easily leashed and pulls mildly to the canine training room. Handler works with her on sit on approach and she participates readily. Jessie is loose, wiggly, and bouncy, running around the room and throwing toys for herself. She leans into contact and is returned to kennel without issue
Summary (7):: 07/22/25 (Trainer Note): Jessie is at the front of her crate with a loose body as the handler approaches. She is easily leashed and pulls moderately to the canine training room. She is loose and social, intermittently jumping up onto the handler. Handler reinforces her for maintaining her sit and she is able to do so even as another handler enters the room. She is easily leashed and returned to her crate without issue. 7/8/25: Jessie was lying down in the back of her crate as handler approached. She was leashed with ease and walked to the live room where she was clipped to a drag leash. Jessie was UTW but had bursts of energy where she would play with toys or engage with LATTE puzzles. Jessie gave a loose tail wag when handlers spoke to her. Jessie was returned to crate with ease where she was observed resting comfortably throughout the afternoon. 6/30/35: Jessie is siting in her crate as handler approaches. She is able to be leashed with ease and pulls ahead while being taken outside to the yard for play group. In the yard, she would greet the other dog at the gate with a loose and wiggly body and wagging tail. She would approach the handlers to receive treats and pets. Please see dog to dog notes for more details. She is able to return back to her crate with no issues. 06/25/25 (Trainer Note): Jessie is standing in her crate with a loose body as the handler approaches. She is easily leashed and pulls moderately to the canine training room. Jessie engages readily with the various enrichment items, orienting towards the handler between each. Handler starts to work with her on taking deep breaths and she engages with interest. Jessie leans into contact and is returned to the crate without issue. 06/23/25 (playgroup): Jessie is standing at the front of crate with a loose frame as handler approaches. She is leashed with ease and pulls hard out to the yard for playgroup (see Dog-to-Dog Summary for further details). Jessie will look up at handler and jump up with a wiggly frame on the walk. She is social with multiple handlers throughout her session and is returned to kennel safely. 06/22/25 (assessment): Jessie is standing at the front of crate with a loose frame, wide pant as handler approaches. She readily takes treats offered, is leashed with ease, and pulls moderately to the Canine Behavior Office for assessment. Jessie is loose, wiggly, and bouncy on lead, jumping up to solicit attention from handlers. She is collared, clipped to a drag lead, and free to explore the space. During the jog portion of assessment, Jessie begins to leash bite, and a squeaker is used which only momentarily distracts her. After assessment, Jessie is returned to crate safely.

BEHAVIOR DETERMINATION:: New Hope Only
Recommendations:: No children (under 13),Place with a New Hope partner
Recommendations comments:: No children (under 13): Due to Jessie's social hyper arousal, leash biting, and lack of manners, we recommend that she be placed in an adult-only home. Place with a New Hope partner: Due to Jessie's social hyper arousal, leash biting, and lack of manners, we recommend she is placed with one of our New Hope Partners.
Potential challenges: : House soiling,Basic manners/poor impulse control,Social hyperarousal,Fearful,Leash-biting,Strength/leash pulling
Potential challenges comments:: House soiling: Jessie is noted in the prior home to have house soiling. Training should focus on establishing a consistent bathroom routine, close supervision indoors, and rewarding outdoor elimination to reinforce appropriate habits. Please see the handout on house soiling. Basic manners/poor impulse control: Jessie jumps up often when seeking treats or attention from handlers. It is recommended that default behaviors such as "Leave it", "Sit/Stay", "Down" are reinforced to substitute any frustration and teach her to control her impulses instead of simply reacting; proper management is also advised. Force-free, reward based training only is recommended. Please see handout on Basic manners/poor impulse control. Social hyperarousal | Leash Biting: Jessie quickly becomes over-aroused in the presence of people, jumping up and begins leash biting once aroused. Positive reinforcement, force-free training should be used to teach Jessie to remain calm when people and other exciting things are around. She should be rewarded with treats when calm. Please see handout on Arousal. Fearful: It was reported in the prior home that Jessie displayed fearful behavior when startled. A training plan should include confidence-building exercises, gradual desensitization to triggers, and creating a calm, predictable environment to help her feel more secure. Please see the handout on decompression period. Strength/leash pulling: Jessie is noted in the prior home to pull hard on the leash while on walks.Training should focus on loose-leash walking techniques, using appropriate equipment like a front-clip harness, and reinforcing calm walking behavior to improve leash manners and reduce pulling. Please see the handout on Strength/leash pulling.
