Oreo is at risk due to his behavioral concerns. He displays arousal related behaviors including leash biting, jumping, and mouthing/redirecting toward handlers. He often requires treats for leashing and kennel exits and has redirected toward handlers when highly aroused. Oreo has continued to leash bite despite redirection and has left red marks on a handler’s arm while grabbing the leash. Despite this, he is social, allows petting, and displays a loose body posture. Medically, Oreo is Apparently Healthy.

He displays arousal related behaviors including leash biting, jumping, and mouthing/redirecting toward handlers. He often requires treats for leashing and kennel exits and has redirected toward handlers when highly aroused. Oreo has continued to leash bite despite redirection and has left red marks on a handler's arm while grabbing the leash. Despite this, he is social, allows petting, and displays a loose body posture. Medically, Oreo is Apparently Healthy. Oreo arrived at MACC as a stray with no known history. While in care, Oreo has been observed to be on leash reactive. Noted to attempt to redirect onto handler on two separate occasions. During one instance he jumped up and snapped at the handler's chest, and during a second instance he bit the handler's treat pouch. Due to the detailed behavior, we recommend an experienced adult-only home. What my friends at ACC say about me: My history is a mystery and my friends here do not know much about me yet! I would appreciate slow introductions to new people and places to help me feel safe. I will need daily physical activity to keep me healthy and happy!

Summary:: Due to entering the facility as a stray, there is no prior dog-to-dog history recorded. 9/30/26: Oreo is introduced to a novel intact female and is loose at the fence with mid-high wags, nudging his snout at the fence opening and whining. He is let into the yard and pulls strongly towards the other dog and engages in mutual sniffing with a loose body and fast mid-high wags. He toe taps and circles and sniffs, giving a partial play bow while following the other dog. The other dog displays signs of discomfort and attempts to retreat and the two are given a break. He takes treats from his handler, intermittently pulling towards the other dog whining. The other dog reapproaches and Oreo is forward leaning with high wags, attempting to leap on the other dog. They stand on their hind legs and Oreo jumps down on his own, then attempts to leap on the other dog again. The meet is ended due to the other dog's discomfort. 8/27/26: Oreo is introduced to a novel intact female and is tense at the fence, sniffing nose to nose with slow high wags. He has perked ears and a tight mouth with hard eye contact. He lifts his paw when the other dog walks away and then sniffs in the catch pen. The two reapproach through the fence again and he lifts a paw and gives wider high wags but maintains hard eye contact while sniffing.

Summary (2):: 10/8/26: Oreo is at the front of his kennel standing on his hind legs with widen eyes. When the ahndler presents a toy, he begins to fixate on it as they leash him. Once he's fully leashed, Oreo pushes himself out and grabs the toy that the handler tossed on the ground. On the street, Oreo walks ahead with moderate to significant leash pressure. he notices a dog with a neutral body, but he disengages when the handler pulls him away. Upon entry, the handler clips their leash and returns Oreo to his kennel. 10/07/26 [am]: Oreo is at the front of his kennel, barking in demanding manner and pawing at the kennel door. Handler prepares the toy in advance and is able to distract Oreo with treats and lure his attention to put the leash on. Once he is leashed, Oreo willingly exits the kennel; handler drops the toy on the ground and Oreo immediately picks up the toy and comes out of the room with no reaction to neighboring dogs. Oreo pulls hard all the way to the driveway where he relieves himself. After crossing the street, Oreo reduces his pace and continues walking slightly ahead of the handler with mild to none leash tension. He is responsive and looks back at the handler when called. He follows basic verbal cues and gets rewarded with treats. Oreo has no reaction to any stimuli on the street. He allows petting and jumps exuberantly onto the handler few times but quickly disengages after verbal cues. During the walk Oreo constantly having his toy in his mouth. Upon return handler clips the leash and brings Oreo back into the kennel with ease.

Summary (3):: 10/06/26: Oreo is noted by ACS to leash bite when taken out for his AM walk, treats are used to distract him, but he will quickly take them and will continue to leash bite and jump on handler. Due to the leash biting and grabbing the leash with his front paws, he left red marks on the ACS arm from his nails. A large toy was used, which distracted shortly which he was quickly taken back inside the care center. 10/03/26 [am]: Oreo is at the front of his kennel, jumping and pawing at the door when handler approaches. He starts vocalizing while handler is unlocking the kennel. Oreo is leashed with a treat lure and readily exits the kennel. He follows a treat trail on the ground and passes neighboring dogs with no issue. Oreo pulls strongly forward in the hallways and has no reaction to pop-up crates or staff members. Once outside he pulls hard toward the gates and relieves himself. Oreo continues walking ahead of the handler with mild leash tension. When offered treat, Oreo takes it and jumps onto the handler's treat pouch right after trying to get more. He repeatedly jumps onto the handler but is redirectable with a toy. He grabs a toy, shakes it but after few seconds drops it. He loses interest quickly and gets back attention to his surroundings, pulling sometimes to certain spots to sniff. He pants and displays wide eyes. Oreo responsive with handler and allows petting but gets too excited quickly and attempts to jump onto the handler again. He is easily distracted with tossed treats. During return handler pre-clips the leash and brings Oreo back into his kennel with no further issues. 9/30/26 [playgroup]: Oreo is at the front of his kennel, jumping high and pawing at the kennel door when handler approaches. He sits after handler's command and is rewarded with treats. He is leashed with a treat lure and willingly exits the kennel. He pulls hard all the way out of the room but has no reaction to other dogs, pop-up crates or staff members in the hallways. Oreo is taken to the yard for the playgroup (see D2D notes). During return handler pre-clips the leash and brings Oreo back into his kennel with ease.

Summary (4):: 09/29/26 (Trainer Note): Oreo is standing at the front of his kennel with a loose body and barking as handler approaches. He stands on his hind legs, pawing at the kennel door, and nibbling in the kennel lock intermittently. Handler tosses copious amounts of treats into his kennel and is able to leash him using a treat as a lure. He pulls hard to the street and sniffs his surroundings. Oreo is highly treat motivated and regularly checks in with handler. He remains loose bodied throughout interaction and is returned to his kennel without issue. 9/28/26 - Upon approaching the kennel Oreo was excited to exit jumping at the door and with treats handler was able to calm him down to leash him up, when exiting the building he was not reactive to any dogs or staff passing by. When outside he had mild moments of arousal like jumping up for treats etc. handler had a toy in hand that he took and carried for the duration of the walk which calmed him down significantly and he walked fine with no jumping. Oreo did pull strongly on the walk, handler opted in for a leash harness with him which he was tolerable with but did have a brief moment of jumping up but with the toy and treats easy to redirect. Leash harness helped with the pulling and for the remainder of the walk he gave no issues and returning back to kennel and unleashing was fine. 9/27/26 - When approaching kennel Oreo was jumping at the kennel, handler uses treats with one hand through the kennel gates while leashing with the other hand with ease he was able to exit kennel with mild jumping. Moderate pulling during the walk and coughing/reverse sneezing due to pulling, did jump at times when handler had treats in hand but otherwise was easy to redirect into a sit and then a down. Handler worked on down and wait with him which he was able to wait in position for seconds at a time increasing the intervals throughout the walk and responding to verbal cues. Handler did pause at one point to settle him down from the constant pulling that was causing wheezing, handler spoke softly to him and did consent petting which he responded well to with a loose body. When returning to kennel he entered with ease and no issues.

Summary (5):: 9/26/26: Oreo was jumping at kennel door and vocalizing as handler approached. He was easily leashed and pulled from kennel. When coming out of kennel he saw a toy on the floor and picked it up and carried it for the duration of his walk. He walked next to handler with a neutral body, slack lead and his toy in his mouth. After his walk he was returned to his kennel with no issue. 9/24/26 (late entry): Oreo was reported to bite at handlers treat pouch. 9/21/26: Oreo is jumping and vocalizing as handler approaches. Handler uses a treat lure to leash Oreo and pull him from kennel. While on his walk Oreo walked ahead of handler and alternated between light puling and moderate pulling. He maintained a neutral body during his walk. He stops several times to sniff and investigate his surroundings. After his walk he is returned to his kennel with no issue. 9/19/26: Oreo is jumping and putting front paws on kennel door while vocalizing as handler approaches. Handler uses treats to get Oreo's attention while draping the leash loop over his head. He is leashed and pulled from kennel for a street walk. Oreo walks slightly ahead of handler with a neutral body while lightly pulling. He ignores treats that handler offers during walk. Oreo stops a few times to sniff and investigate his surroundings. He is returned to his kennel with no issue. 9/17/26: Oreo is sitting at the front of his kennel and toe taps when the handler approaches. He begins jumping up on the kennel bars but hops down when lured with treats. Oreo is leashed without issue and once he exits kennel he pulls hard before turning around and jumping to grab the leash. He stopped immediately and continued pulling hard out of kennel, pulling towards other dogs with perked ears but remained non reactive while walking out of the room. He pulled moderately throughout the building, not reacting to pop up crates. He relieved himself once outside and continued to pull moderately on the street. He was led to the side to allow people to pass without issue, and sat for treats. After using the bathroom, Oreo pulled minimally and at times with no leash pressure. He checked in often and took treats gently. At one point, he stopped walking and sat for a treat, then lay down on the sidewalk. He leaned into pets but easily became aroused, jumping up and lightly mouthing the handler's hands. He was easily redirected when the handler turned their body and stopped interacting with him and would sit down for a treat. He gave paw and lay down, then continued walking on a loose leash. While crossing the street, he grabbed a rubber foreign object and held it in his mouth. The handler stopped walking and said his name, he dropped it on his own and took a tossed treat. He returned to kennel without issue.

Summary (6):: 9/17/26: Oreo is at the front of his kennel with a soft body, jumping up exuberantly as the handler approaches; a treat lure is used to leash him and he is brought out. The handler tosses treats on the ground, and Oreo eats them while doing so. Oreo walks with little to no leash tension on the street; he notices dogs, but doesn't react, and people, pulling towards one of them with a neutral body. Oreo occasionally looks back the handler and sits down; when they use a treat lure to get him to sit, he starts to get jumpy. He then starts to bite the leash. but lets go himself. Oreo sits and lies down on command. Upon entry, Oreo is returned to his kennel with ease. 9/16/26: Oreo is at the front of the kennel, he is jumping up and down pawing at the kennel. He is leashed with a treat lure and pulls hard out of the kennel room. He is taken downstairs towards the street where he walks with mild pulling. Handler engages with Oreo, he does the commands sit, lie down, paw and other paw for treats. Handler repeats these commands throughout the walk. Occasionally, Oreo will jump up exuberantly on the handler or will mouth their hands when doing some of the commands with mild pressure. He is lure down with the treats. Oreo relieves himself a few times and is walked back to the shelter. He is then returned to his kennel without issue. 9/15/26 (PM): Oreo is at the front of his kennel with a soft body; the handler feeds him and he eats the treat with soft pressure. Oreo is leashed and brought out the kennel; the handler tosses treats on the ground and he eats them as he walks out. While waiting for the elevator, Oreo jump on the handler with a soft body, placing his paws on their chest; the handler feeds him treats. Once outside, Oreo repeatedly jumps up high to the handler; he then jumps and bite the leash. He lets go eventually, but jumps back up to bite the leash. the handler pulls the leash away and walks him. Oreo walks with mild leash tension with no reactivity to dogs. While walking back to the shelter, Oreo repeatedly jumps up to bite the leash, and stops with treats; he does it once more during the elevator ride. Oreo is returned to his kennel shortly after.

Summary (7):: 9/15/26: (AM) Oreo is at the front of the kennel with a stiff, wagging tail. He is pawing at the front of the kennel and jumping up and down. He is fed treats which he takes gently through the bars. Oreo is leashed with treats. Treats are tossed upon exit which he eats. He pulls moderately out of the room. Oreo is taken down to the street where he relieves himself. He walks besides the handler with a neutral body, checking in with the handler for treats. He stops to sniff various spots and is walked back to the shelter. Oreo is taken back upstairs where he is returned to his kennel without issue. 9/15/26 (AM): Oreo is reported to attempt to redirect onto the handler as soon as he exits kennel; he snaps towards their chest, having the handler muscle him away. Oreo is also noted to jump up to bite the leash, so the handler returns him to kennel. 9/11/26: Oreo is at the front of his kennel with a neutral body. He is easily leashed and pulled from kennel. Coming out of kennel he stands in the room and waits for handler before he starts moving. While walking he walks next to handler with a slack lead and maintains his neutral body. He is aloof during his walk, only responded to handler when called and offered a treat. He accepts pets on his head and back. After his walk he is returned to kennel with no issue. 8/27/26: Oreo is at the front of his kennel with slightly lowered body when handler approaches. He sniffs offered treat but ignores it. He allows leashing and slowly exits the kennel; he walks alongside the handler all the way out of the room with no interest in neighboring dogs. Once in the hallway, he continues slowly walking slightly behind the handler. Once he gets outside, Oreo relieves himself. He continues walking next to the handler with no tension on the loose leash. He tolerates petting and follows verbal recall but is not actively seeking interaction. His body is lowered with tucked tail during the walk. He does not react toward dogs, people or other stimuli on the street. Once walk is done, Oreo is taken to the Canine Behavior office for the assessment (see notes). During return handler is able to pre-clip the leash and bring Oreo back into the kennel with ease.

ENERGY LEVEL:: We have no history on Oreo, so we cannot be certain of their behavior in a home environment. However, they will need daily mental and physical activity to stay engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in addition to physical exercise, to positively direct their energy and enthusiasm.

Recommendations comments:: No children (under 13): Due to fearful behavior, we recommend an adult only home. We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Potential challenges comments:: Resource Guarding: Oreo was observed to become tense and hover over a toy in his possession. Nothing should ever be taken directly out of Oreo's mouth, and any time something is removed they should be rewarded with a high value treat or toy. Please see handout on Resource Guarding. Fearful: Oreo has been observed to have a tense body and tucked tail while interacting with handlers. Noted to dodge the leash and collar when handlers try to place it on him. They should never be forced to approach anything that they are uncomfortable with or submit to petting or handling. It should always be their choice to approach a new person or thing. Oreo would do best in an initially calm and quiet home environment and should be given time to acclimate to their new surroundings. Please see handout on Decompression Period. On Leash Reactivity: Oreo has been observed to attempt to redirect onto the handler noted to jump up and snap at their chest. During a different instance Oreo bit their treat pouch. Oreo will need positive reinforcement, reward based training to teach them to look at you rather than other dogs. We recommend a front clip harness to help manage this behavior. Please see handout on On Leash Reactivity and Barrier Frustration. Low threshold for arousal/Leash-biting/Basic manners/poor impulse control: Oreo is noted to be mild-to-high jump up on handlers and leash bite, he is noted to be able to be redirected with treats and toys but with easily loose focus. Oreo would benefit from continued training, structure, and positive reinforcement to help improve his impulse control and leash manners.
