Animal Profile

Billa

Hello, my name is Billa. My animal id is #223896. I am a desexed male black dog at the Queens Animal Care Center. The shelter thinks I am about 4 years 2 weeks old.

I came into the shelter as a owner surrender on 4/5/2025, with the surrender reason stated as person circumstance- no time for animal.

Sorry, this pet is for new hope partners only.

Pre-Screener Form

Billa is on the at-risk list due to behavior concerns. Billa in care has not been acclimating well to the shelter environment, refusing to enter back into kennel at times, pancaking, refusing to walk and has escalated to snapping at staff members. Billa is social/affectionate with staff, but struggling in the care center. Medically, Billa is overweight but is overall healthy.

This animal is not directly available for adoption through ACC and is only available by completing the pre-screener form.Adoption inquiries sent directly to ACC will not receive a response. Pre-Screener Form Billa is on the at-risk list due to behavior concerns. Billa was surrendered by his previous owner due to not having time to provide proper care. His previous owner described him as a high-energy, social, affectionate, and playful dog. Billa is reported to allow his family to bathe him, would go to the groomers, and would go for walks 1-2 times a day, enjoyed car rides, and his favorite treat/snack is chicken. During his stay in care, Billa has been mostly aloof and independent during interactions with handlers and readily accepts chicken and sliced cheese. Returning Billa to the kennel proves challenging due to his balking, leash biting, thrashing and size. Due to these concerns, we recommend for Billa to be placed in an adult-only home through a New Hope Rescue Partner that can allow for Billa to have the time and opportunity to decompress and acclimate at his own pace.

Summary:: According to Billa's previous owner(s), he has no experience with familiar or unfamiliar dogs on/off leash. 04/07/25 Billa is introduced at the gate to a Female greeter dog while off leash at the care center. Billa will greet the greeter dog at the gate with a soft frame, scenting her through the gate. Billa is aloof, moving away from the gate exploring the pen. Billa will return to the gate offering a bounce but quickly disengages, walking away from the gate once again, this time panting and pacing. Billa is returned to kennel, concluding the interaction.

Summary (5):: 04/18/25: Billa is standing at the front of kennel with a neutral frame as handler approaches. He is leashed with ease and walks on a loose lead to the Canine Behavior Office. Billa is clipped to a drag lead and free to explore the space. He is social with handlers throughout his time in the room and will readily accept petting and jump up onto them in a social manner. Billa engages with soft toys and a licky mat offered to him. When handler picks up his lead to return him to kennel, he immediately lays down on his side and will not stand up. Handler lightly pets along his side for a minute before luring him away from the door and circling back towards the exit. He is rushed back to kennel and returns safely 04/16/25 Billas behavior both in the AM and PM remains consistent. In the PM however, Billa will pancake on the floor, roll over and play dead when be taken back to kennel. Billa will first do this outside the facility, on the sidewalk of the entrance. Billa will "play dead" on the corner of the block and only rise when walking away form the facility. He is taken inside by way of the secod floor, entering the elevator with no issue. Billa maintains a soft frame. When approaching the east wing of the building on the first floor, Billa will "Play dead" again in front of isolation. With some directional pressure Billa is returned to kennel as he lays flat on his back nibbling on the handler's leash.

Summary (6):: 4/13/25 (PM): Billa was laying at front of kennel when handler approached. He did not immediately get up once door was open. Once leashed, Billa walked to the yard. He was clipped to a drag leash and free to move around the pen. Billa would approach handler when called over. He was placed back on a slip leash and left the pen without issue. Handler used verbal encouragement as they approached kennel and Billa entered without hesitation. (AM): Billa greeted handler at front of kennel and was leashed with ease. He walked to the BA room where he greeted other handlers by approaching and sniffing. Billa was clipped to a drag leash by handler 2. Handler 2 advised that Billa was used to being outdoors, so handler opted to take him up to the yard. When handler reached for Billa's leash he flopped onto his side. Billa then approached handler 2 and sat between their legs, leaning into them for pets. Handler 2 helped verbally coax Billa into the hallway and he walked the rest of the way without hesitation. Once in the pen, Billa was calm as he observed other dogs walking by. He was returned to the care center and his leash clipped to a figure 8 before rounding the corner to his kennel room. Handler used an upbeat voice and a slow jog as they led Billa back to kennel. Billa entered without issue and began drinking some water. 4/12/25: ACS reported Billa began to pancake when going back to kennel and began to snap the handlers when placed inside kennel. 4/10/25: (AM_ Billa is standing at the front of the her kennel as handler approaches. He is able to be leashed with ease and taken outside for a walk. On the walk, he would walk ahead of the handler to explore around and had no reactions to people or dogs. On the way back to his kennel, he planted to the ground at the bottom on of the stairs. He was able to continue walking on his own when he was ready. He walked into his kennel with no issues. AC

Summary (7):: 04/09/25 Billa is lying down as the handler approaches. He rises and comes forward displaying a still, neutral body. Billa is leashed with ease and taken outside. Billa exits his kennel maintaining a moderate pace. As they exit the building, Billa explores the facility's ramp, along with different parts of the play pen area before entering an actual play pen. Billa is taken into the play pens where he explores. He maintains a still, neutral frame as he scents in different areas. Billa will stay neutral when the handler pets his back. The two will circle around the pen together. After some time in the play yard, Billa begins to heavily pant, pulling towards the exit. Billa is returned to kennel, entering the building with no issue. Billa will enter his kennel room and pancake. With directional lead pressure, Billa is guided into his kennel. 4/8/25: Billa was at front of kennel as handler approached. A small amount of blood was observed on his bedding. He was leashed with ease and walked to the live room where he was clipped to a drag leash. Billa was exit seeking and unsettled, so handler opted to take him outside via the staircase. A second handler brought high value treats in case of any pancaking. Billa was free to walk around the yard and would approach handler 2 when called over. Billa accepted many pets all over. Billa was returned to the care center via the ramp and walked all the way back to kennel with verbal encouragement and a slight jog. The only time Billa balked was immediately in front of kennel. He was guided in using directional leash pressure without issue. 4/7 (PM): ACS staff came to the third floor seeking canine behavior's assistance due to Billa not wanting to return to kennel. The staff member reported that Billa would balk in front of the kennel, roll to his side and would head whip and leash bite when they attempted to use directional leash pressure to maneuver him into the kennel. They then tried to double leash him, but Billa continued to flail and leash bite as he had to be muscled into his kennel. - 4/6/25: Billa is at the front of his kennel with a neutral body and wagging tail when approached, is easily leashed and walked out into the behavior office. Before entering, Billa did pancake and did not want to get up due to getting startled by the amount of people in the hallway. Billa is coaxed on the ground and leans into contact where he begins to walk after a bit of petting. Billa completes his assessment (See behavior assessment) and when being taken back to kennel will pancake multiple times, lay on the floor and begin to go belly up before a handler goes behind him to put a second leash onto him. Billa will begins to head whip with an open mouth, vocalize and thrash before being rushed into his kennel. Billa allows the leashes to be removed with a tool, and pants at the front of his kennel.

BEHAVIOR DETERMINATION:: New Hope Only

Recommendations:: No children (under 13),Place with a New Hope partner

Recommendations comments:: No children (under 13): Due to how uncomfortable Billa is currently with touch and novel stimuli, we feel that an adult-only home would be most beneficial at this time. Place with a New Hope partner: Billa has not acclimated well to the kennel environment and has allowed only minimal handling since intake. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.

Potential challenges: : House soiling,Handling/touch sensitivity,Fearful/potential for defensive aggression,Leash-biting

Potential challenges comments:: House soiling: Billa's previous owner stated that he is not house-trained and will likely need guidance with house training. We recommend positive reinforcement and reward-based training only.. Please see handout on House Soiling. Handling/touch sensitivity | Fearful | Leash Biting: Billa has consistently pancaked, thrashed, and balked, and he leash bites when staff attempt to return him to the kennel and when passing numerous staff in the hallway. It is important to always go slow and give him the option to walk away from any social interaction. Billa should never be forced to approach anything that he is uncomfortable with or to submit to petting or handling. It should always be Billa choice to approach a new person or thing. He may do best in an initially calm and quiet home environment and should be given time to acclimate to his new surroundings. Please see handout on Handling/touch sensitivity and Decompression Period.
