Pedro is at risk due to behavioral reasons, Pedro has a bite history toward humans and has displayed high levels of reactivity on leash and a low threshold for arousal leading to mouthiness. Upon arriving at the care centers Pedro was described as anxious and reactive on leash partially when being brought to kennel. Pedro is typically high energy and mouthy with handlers and is hypervigilant while on the street or when seeing dogs. Pedro is otherwise receptive to treats and accepts treats when tossed by handlers. Medically he is apparently healthy.

Since arriving at the care centers, Pedro has displayed concerning behaviors including high levels of on leash reactivity as well as instances of mouthiness and accepting treats hard. He also was involved in a bite to a MOP who attempted to pet him resulting in broken skin. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.

DVM Intake Exam Estimated age: 2 years based on dentition Microchip noted on Intake? Scanned negative History: Agency Subjective: BAR Observed Behavior - anxious in kennel but able to be double leashed and brought into intake room. In intake room is pacing/panting, pulls hard on leash and is exuberant. Sedated due to bite history using 1ml Dexmedetomidine (500mcg/ml) + 1ml Butorphanol (10mg/ml) IM. Vocalized for injection but did not escalate or snap. Is there evidence of suspected cruelty? No Objective: T = P = 80 bpm (sedated) R = 20 bpm (sedated) BCS: 4/9 EENT: Eyes clear, ears clean, no nasal or ocular discharge noted Oral Exam: Adult dentition, mild staining PLN: No enlargements noted H/L: NSR, NMA, CRT < 2, Lungs clear, eupneic ABD: Non painful, no masses palpated U/G: Externally WNL, intact male, 2 scrotal testes MSI: Ambulatory x 4 (prior to sedation), skin free of parasites, no masses noted, healthy hair coat CNS: Mentation appropriate - no signs of neurologic abnormalities (prior to sedation) Rectal: Externally WNL Wood's Lamp Exam: not performed Assessment: Underweight DOH-B Intact male Prognosis: Good Plan: Intake task + exam Await sort + behavior assessment 1 ml antisedan TID feedings for 10 days Rx Trazodone 200mg PO BID indefinitely Rx Clonidine 0.6 mg PO BID indefinitely SURGERY: Okay for surgery, after DOH hold

On 4/5/2026 at approximately 8:30 AM, Pedro was examined. The patient has appropriate mentation at this time (no neurological signs present) and has not exhibited any neurological signs while at MACC. Hx: on DOH for biting a person QAR not eating well eent- no nasal and no ocular discharge hl- clear and eupneic msi- ambulatory x 4; bcs- 4/9 neuro- no apparent deficits A) no apparent neuropathy present not eating well r/o early CIRDC vs other P) consider removing from DOH observation

Administered rabies vaccine and second dose of Lepto vaccine completed.

Bite history:: A MOP had found Pedro wandering in the street, upon taking the dog home and attempting to approach and touch Pedro he bit her on her right forearm, creating a small laceration, before immediately releasing. She would call the police and upon the dog being collected she sought out to seek medical attention at Jacobi Medical Center.

Summary:: Leash Walking Strength and pulling: Mild Reactivity to humans: Mild Reactivity to dogs: Inconclusive Leash walking comments: Pulls mildly on leash, jumps toward familiar handler with soft body, kept away by handler and quickly recovers. Sociability Loose in room (15-20 seconds): Moderately social Call over: Approaches readily Sociability comments: Approaches and sniffs handlers accepting treats with hard pressure, seemed head shy but allows collaring with spray cheese as distraction. Soft handling: Tolerates contact Exuberant handling: Tolerates contact Comments: Moves away when attempting to pet, mouths handlers hand lightly Arousal Jog comments: Jumps up, snout touches handlers arm Knock Knock comments: Approaches slowly Toy Toy comments: Grips, retreats

Summary:: 4/14/26: Pedro does not initially approach the gate to greet another dog, he walks around the perimeter of the pen past where the other dog is. When he circles back around to pass the dog again, he snaps towards the other dog.

Summary (6):: 4/14/26: Pedro is at the front of his kennel with a soft body and wagging tail. He is slightly hesitant as the leash approaches and steps back, then allows leashing relatively easily. He pulls towards the other dog's kennels when exiting the room but is manageable. He is lead to the yard where he sniffs around, chases a pigeon, and relieves himself. He sits for treats and allows petting. On the way back through the kennel room he pulls towards the other dogs again and rears up on his hind legs when pulled back by the leash. He gets in his kennel willingly. 04/12: Pedro walked nicely right alongside staff. This boy is SMART. He knows sit, paw, other paw, down, and roll over/lay-down. He's thin and highly treat-motivated. At the start of our interaction, he jumped up on me 2 to 3 times in a social, friendly way, but once he settled, he stopped. Even with lots of people passing by on the street, Pedro stayed cool by handler's side. When members of the public stopped to chat with staff, he remained calm at handler's side and even showed off his paw. Sweet, smart, well-trained. 4/7/26: It is reported on the behavior board that Pedro has good manners on leash, pulls mildly, and showed no reactivity outside. 4/5/26: Pedro is standing at the front of his kennel with a soft expression and low wagging tail. He does not take treats. The door is opened and leash introduced and Pedro pulls his head away. He is leashed with a treat which he takes this time. He is lead to the street where he relieves himself. He passes a few people with no reaction, but then jumps up onto a familiar handler with a loose body. He walks with a neutral body and pulls lightly. He is brought to the assessment room (see notes) then returned to kennel. Outside the kennel room he spins back and forth seemingly avoiding a barking dog in the first kennel (Marvin). Once walked into the kennel room he enters his kennel with ease. 4/3/26: Pedro is standing at the front of his kennel and walks along the perimeter (a wide circle) as handler unlocks the door. A treat is used to keep him still for leashing. He is walked in the yard where he walks slightly ahead of handler, mild pull and he turns to handler often to check in and take treats. He sir sand knows paw. He will walks behind handler at times. When attempting to return to kennel, he moves behind handler and tries to go back into the hallway. A second handler comes forward to assist but Pedro goes into the kennel on his own.

Summary (7):: 4/2/26: It is reported on the behavior board that Pedro was spinning in circles in kennel on leash. 3/29/26: It is reported on the behavior board that Pedro avoids the leash and does not take treats but is still manageable for leashing. It is also reported that he "may get highly aroused with other dogs outside" and that he needs to be ran back to kennel. 3/30/26: Pedro is standing at the front soft body. As handler unlocks the kennel, Pedro walks around the perimeter of the kennel once stops at the front then walks around again. When leash is presented, he paws at it and sits. Handler resets and is able to leash him. He is walked in the yard where he remains soft body. He will pull to the end of the leash and when at the end spin around before proceeding to walk. He checks in with handler often and will sit for treats. He is easily clipped and returned to kennel. 3/29/26: Pedro is lying down at the front of the kennel with a neutral body. Handler unlocks the kennel and he retreats back, pacing in a circle avoiding the leash when it is presented. Handler tosses treats into the kennel a few times and Pedro eats the treats off the ground. A treat was tossed behind the leash opening and Pedro puts his head through. He is leashed this way and exits the kennel. Pedro walks with moderate to mild pulling out of the kennel towards the backyard. He walks slowly sniffing around and relieves himself. Pedro takes treats offered by the handler gently and he is taken for a lap around the yard. Handler walks him back to the shelter and he hesitates slightly. He avoids handler pre-clipping him. Handler pre-clips their leash slowly. Pedro is then walked back to the kennel and is returned without issue. 3/28/26: Pedro is standing in the back of his kennel. He comes forwards to sniff a treat but does not take it. The door is opened and he begins to circle in kennel. Chicken is attempted, but he does not take it either. The leash is draped over his head with difficulty and he is lead to the yard. He sniffs around and relieves himself. His body is slightly tense. He sniffs the handler and moves on. He is lead back to the kennel room and begins to circle on the way in when another dog (Mr. Cooper) barks at him. He returns to kennel willingly and rejects another treat.

ENERGY LEVEL:: We have no history on Perdo so we cannot be certain of his behavior in a home environment. However, he will need daily mental and physical activity to keep him engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in additional to physical exercise, to positively direct his energy and enthusiasm.

Recommendations comments:: No Children (Under 13): Due to Pedro's exuberance and lack of impulse control as well as his poor bite inhibition, we recommend a home with no children. Recommend no dog parks: Due to the concerning behaviors that Pedro has shown during playgroup (see DOG-DOG SUMMARY), we feel that Pedro should not visit dog parks. The Behavior Department recommends that he be socialized in a more controlled setting until his behavior toward other dogs can be further addressed. Place with a New Hope Partner: We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.

Potential challenges comments:: Basic Manners/Poor Impulse Control: During his assessment Pedro was observed to jump up on handlers and while walking attempted to jump toward an unfamiliar handler. It is recommended that default behaviors such as "Leave it", "Sit/Stay", "Down" are reinforced to substitute any frustration and teach him to control his impulses instead of simply reacting; proper management is also advised. Force-free, reward based training only is recommended. Please see handout on Basic Manners and Poor Impulse Control. Mouthiness/Poor Bite Inhibition: During his assessment it was noted that Pedro would mouth handlers and accepted treats with hard pressure. This is a behavior that should be extinguished through training alternate behaviors and lack of reward (ex. walking away whenever Pedro's teeth make contact with skin). Please see handout on Mouthiness. Handling/Touch Sensitivity: During his assessment handler reported Pedro would become tense and avoid handlers when attempting to pet him. Pedro should never be forced to approach anything that he is uncomfortable with or to submit to petting or handling. It should always be Pedro’s choice to approach a new person or thing. Pedro may do best in an initially calm and quiet home environment and should be given time to acclimate to his new surroundings. Please see handout on Handling and Touch Sensitivity.
