Oreo is on the at-risk list due to behavior concerns. In the care center, Oreo has displayed growling, hard barking, and lunging toward staff in hallways, making it difficult to walk him safely. He also displays leash biting when aroused and, during his behavioral assessment, hovered over a toy and snapped at the assessment hand showing significant resource guarding. Oreo loves to engage with treats and cues he knows, but is struggling to acclimate. Medically, Oreo is Underweight.

Oreo came into the care center as a stray, so his behavioral history in a home environment is unknown. Oreo is noted to allow petting and interest in treats. Due to all noted concerns displayed in the care center, the behavior department recommends Oreo be placed with a New Hope placement partner who is able to provide an experienced adult-only foster home. A period of decompression is recommended to allow Oreo to acclimate comfortably to her new environment; force-free, reward based training only is advised when introducing Oreo to new and unfamiliar situations. Consultation with a professional trainer/behaviorist is highly recommended for guidance to safely manage/modify any behavior Oreo presents with outside of the care centers. A volunteer writes: Spending time with Oreo is always a joy. This sweet soul arrived at the shelter scared, very underweight, and hungry, but still ready to make friends with everyone in his path. Oreo was found as stray by police officers, who say he was sweet and friendly and allowed all handling. On walks, he's confident and eager to explore, checking in with us and happily accepting all the treats on offer; he displays no reactivity to passing dogs. We don't know much about his past, though it seems like life, at least recently, has not treated Oreo kindly, based on how skinny he arrived. But he acts like he knows tomorrow is a new day: He's not letting his past define him, and he's ready for his new chapter! He's been known to lean into us for all the scritches and we think he will thrive in the safety and comfort of a loving home.

Your newly adopted pet has been diagnosed with being underweight and the staff veterinarians are issuing a TEMPORARY waiver from the spay/neuter requirements of the City of NY. Follow up care at your regular veterinarian is recommended to ensure continued treatment through to the resolution of the issue. At the time of a full recovery you may choose to have your veterinarian perform the spay/neuter surgery, or make provisions to return the pet to ACC for sterilization.

Progress exam - reported to be slightly 'wobbly' in gait by care staff. S/O. Weight today is 54.2 lbs (3# gain since 6/2 intake) BAR, active, eagerly taking treats. Pink mm, crt<2secs. BCS 3/9 with slightly reduced HL muscle coverage in pelvic limbs. Ambulatory x 4 with no appreciable lameness. Slightly delayed LHL CP/postural; normal RHL CP. No ataxia present. Normal ROM and comfort on palpation of all limbs. A. Gaining weight Underweight - continued No appreciable ataxia today, possible LHL slightly delayed postural rxn Reduced HL muscle coverage vs underweight P. Summary:: Oreo arrived at the care centers as a stray, so his behavior with other dogs is unknown. 6/3/26: Oreo greets a novel female dog off leash through a barrier. Oreo will approach the gate with a neutral body, high wagging tail and sniffs the gate as the female, bows, whines, vocalizes and becomes more frustrated as the greet goes on, but remains soft bodied. Oreo will lift his paw, walk away and disengage as the female begins to zoom around the yard, soliciting contact from handlers but continuing to whine at the gate.

Summary (7):: 06/27/26: Oreo is sitting down in his kennel as the handler approaches. He is leashed with ease and pulls hard to the office. Once in the office, he pulls hard towards the snuffle mat. He runs around the room, trying to get attention from various handlers for treats. When an unfamiliar handler enters the room, Oreo barks at them before returning his attention back to treats. At one point, he begins running around at the end of the leash in a circle. He then proceeds to briefly pass out. After offering him more treats, he is brought back to his kennel with no issue. 06/26/26: Oreo is laying down in his kennel as the handler approaches. He stands up and allows the handler to leash him with ease. Oreo is brought into the office where he explores, takes treats, and engages with a lick mat. He is later returned to his kennel without issue. 6/25/26: Oreo is observed to growl, hard bark and lunge at several staff members when the try to approach him. Oreo is moved away by the handler and put into kennel, where he will hard bark at staff in his kennel. 06/16/26: Oreo is laying down in his kennel as the handler approaches. He stands up and is leashed with ease. He pulls moderately through the building. While outside, Oreo is startled by balloons tied to the fence. He initially backs away, but moves forward as the handler touches the balloons. He touches his nose to one of the balloons and continues forward. In the yard, Oreo is clipped to a drag leash and allowed to roam. He sniffs the pool but shows no interest in it. He knows "sit" and "down" and will do both for treats. At one point, Oreo attempts to pee on the handler. He is brought back inside and returned to his kennel without issue. 06/03/26( BA note): Oreo is standing at the front of his kennel and allows the handler to leash him with ease. He is then brought to the assessment room where a drag leash is placed on him. Oreo roams the room freely and remains highly focused on handlers due to food motivation. During the run portion, he becomes aroused and repeatedly attempts to jump up and bite the leash, requiring redirection from handlers. He does not respond to the knock assessment. Providing a calm, predictable environment and gradual exposure to noise triggers can help build confidence and reduce stress. Please see the handout on decompression period. Leash-biting/Low threshold for arousal: Oreo is noted to leash-bite during the jog portion of the behavioral assessment, 1st pass, leash bites, high hackles, distracted with toy, goes back to leash jumping for lead and an air corrector had to be used.Ongoing work should focus on reinforcing calm behavior, improving engagement, and teaching appropriate outlets for excitement and arousal.
