Oreo Cookie was originally surrendered by her owner because her owner was no longer able to care for her due to their medical concerns. They described her as a social and affectionate dog that enjoys being a couch potato. During her intially stay in care, Oreo Cookie presented as highly social with handlers and staff. She was adopted but returned due to behavior concerns. Oreo Cookie was reported to be reactive to other dogs on leash and displayed lunging towards the resident children. Her original owner did report on-leash reactivity to dogs and can initially bark and growl hard at strangers. Due to these concerns, we recommend that Oreo Cookie be placed in an adult-only home through a New Hope rescue partner that can address these concerns with the use of a certified professional trainer that utilizes force-free, reward-based methods.

Per Medical Intake Procedure Policy, this patient is apparently healthy and does not need an intake exam because they were out of care for less than 30 days at the time of RTS. Any tasks due will be managed through routine in-shelter task management procedures.

Upon intake Oreo Cookie would bark, growl, and lunge at dogs in the lobby. Staff were able to place slip leash. After placing the slip leash, Oreo Cookie lunged at another dog, was pulled back, and lunged at staff. No contact was made. Oreo Cookie did not want to walk, and was encouraged into her kennel.

Other Notes:: September 2026: Second stay - Returned by adopter after being in their care for a day. The adopter reported that while on a walk, Oreo Cookie became reactive after an encounter with another dog. She barked, lunged, and showed teeth at the other dog. The adopter was able to pull her away, but Oreo Cookie lunged towards them and bit the leash repeatedly. Oreo did not make contact with the other dog or with the adopter. With the two young children in the home, Oreo Cookie would lunge and attempt to scratch them. No contact was made. Upon intake, Oreo Cookie would bark, growl, and lunge at dogs in the lobby. Staff were able to place slip leash. After placing the slip leash, Oreo Cookie lunged at another dog, was pulled back, and lunged at staff. No contact was made. Oreo Cookie did not want to walk, and was encouraged into her kennel. Reportedly leash bites and can be reactive towards other dogs while on walks. August 2026: Owner Surrender- First stay (full behavior profile from previous owner available upon request) Oreo Cookie is reported to hard bark and growl at unfamiliar dogs while on leash. She is reported to jump up often, anxious when left alone, and pulls hard on the leash. She isn't bothered when being held, restrained, disturbed while sleeping, startled, pushed/pulled off furniture, or when her feet and paws are touched.

Summary:: According to Oreo Cookie's previous owner(s), she is friendly, outgoing, and tolerant with familiar dogs and previously lived with a small dog in the home. She has no experience with unfamiliar dogs off leash and is reported to hard bark/growl at unfamiliar dogs on leash. 06/22/26 Oreo Cookie is introduced to a novel male while off leash. She approaches the gate with a tense, still frame, high-flagged tail, and will lean forward on her tiptoes to sniff the male. She lip licks and hard stares at the male through the gate and her hackles begin to rise. She eventually disengages on her own and will return to the gate again but when the male play bows at her, she becomes increasingly tense and vocalizes. The handler guides her away and she will continue to pull forward on hind end while hard barking.
Summary (5):: 09/24/26 (Trainer Note): Oreo Cookie is laying down on her kuranda bed, sleeping, as handler approaches. Handler has to call her a couple times, she slowly wakes up and comes to the front very loose and wiggly. She is easily leashed and taken to the street for a training session. She pulls hard out the care centers, once outside she jumps on handler in a social manner, stretching out with her paws on handlers torso. Oreo Cookie does not take treats at the beginning of the session, but becomes interested in them once settled. Oreo Cookie is standing on the same side of the street as another dog, about 50 feet away from each other. She fixates on the dog with a tense body and handler continues working on level 1 of E/D. She participates and is able to focus briefly, as she loses interest in treats but is able to sniff around her surrounding with the other dog remaining at a close proximity. Oreo Cookie spots a tall man across the street and lunges while hard barking at him. She is difficult to redirect. Oreo Cookie is not receptive to the use of 123 of the "touch" cue. As she is returned to her kennel, she begins to balk once entering her room. Handler uses a treat trail to secure her back in kennel without further issue. 09/19/26 (Trainer Note): Oreo Cookie is standing at the door of her kennel as the handler approaches. She is easily leashed and pulls moderately to the canine training room. The handler works with her on the 123 game, touch, and take a breath. Oreo is the walked outside. The handler works with her on engage/ disengage and responding to cues while in a stimulating environment. Oreo Cookie initially struggles, but improves over time. She lunges and barks once at a dog but is able to be redirected. She is returned to kennel without issue. 9/16/2026: Oreo cookie approached her kennel door as the handler approached to retrieve her. She was leashed with ease and presented mild pulling on the way to the meet and greet room. Throughout the assessment, she maintained a wiggly body as she sniffed around the room and interacted with staff memebers. On the way back to her kennel, she paused a few times and hesitated. Right before being placed in her kennel, she engaged in kennel fighting and growled at a nearby dog.
Summary (6):: 9/10/26: Oreo cookie is standing at the front of her kennel with a wiggly body as handler approaches. She is able to be leashed with ease and is then taken to the behavior. In the room., she has a wiggly body and wagging tail as she explores around with sniffing. She is comfortable approaching the handlers in the room and would jump up with a wiggly body to receive pets and treats. She has no reactions to people entering the room and is able to return back to kennel no issues. 08/19/26 (Trainer Note): Oreo Cookie is standing in the back of her kennel with a soft body as handler approaches. She stretches back and becomes loose as the door is unlocked. She is easily leashed and brought out to the street for a training session. Handler introduces the Engage/Disengage game and Oreo Cookie readily participates. She spots a dog across the street and will fixate with a tense body. Handler reward marks the engagement, and Oreo Cookie will turn towards hander, for a treat, with a loose body. Handler continues reinforcing the "touch" cue and Oreo Cookie is able to be occasionally recalled using it. On her walk back, she continuously turned around towards the other dog, who was walking behind her at a distance. Handler is able to use the 123 game to regain her focus after increasing the distance between the dog. She is returned to kennel without issue. 08/15/26 (Trainer Note): Oreo-Cookie is laying down, sleeping, on her kuranda bed as handler approaches. She is easily leashed and brought to the community room for a training session. She is loose, wiggly, and social with handlers in the room. Handler does a quick ping-pong pattern game before working on 123, touch, and tab. Oreo Cookie is able to intermittently focus and readily participates. She is returned to her kennel without issue. 8/13/26: Oreo-Cookie is standing at the front of her kennel with a loose body as handler approaches. She is able to leashed with ease and is then taken to the behavior room. In the room, she has a loose and wiggly body as she walks around the room and engages in snuffle mats and licky mats that were on the ground. She would approach the handlers in the room with a loose and wiggly body and would lean into receive treats and pets. She is able to return back to his kennel with no issues. 08/04/2026 (Trainer Note): Oreo Cookie is standing at the front of his crate with a loose body as handler approaches. He is easily leashed and brought to the community room for a training session. He briefly runs around the room, becoming tense when hearing noises on the other side of the door. Oreo Cookie is easily called back and takes treats. He readily participates in training. Handler works on the 123 game and Oreo Cookie is receptive. He is returned to his crate without issue.
Summary (7):: 07/29/2026 (Trainer Note): Oreo Cookie is standing at the front of kennel with a soft body as handler approaches. He is easily leashed and brought to the community room for a training session. In the hallway, Oreo Cookie fixates on a staff member down the hallway. He becomes tense and hard barks, he is unable to be redirected using treats or squeakers, handler has to use moderate leash pressure to pull him away into another hallway. Once in the community room, Oreo Cookie sniffs around with a tense body and tucked tail. When called over he would soften and approach, but when pet he would become tense again with a stiff horizontal tail. Handler ceased petting and offered high value treats, Oreo Cookie was not interested. Oreo Cookie is unable to engage during training session and remains alert in the room. He is returned to his crate without issue. Once in his crate he readily takes treats through the kennel bars. 7/7/26: Oreo Cookie allowed the handler to leash him with ease and was brought to the play yard for an enrichment session. A drag leash was attached without issue. On the way to the yard, he pulled moderately and barked at several people in the lobby as well as dogs passing by. Once in the yard, Oreo Cookie showed minimal interest in the snuffle mats containing Churu bites, liver treats, and catnip, preferring instead to explore the yard by sniffing the environment. At the conclusion of the session, he was returned safely to his kennel without any issues 06/27/26: A note from a volunteer states that Oreo Cookie was very fearful and hesitant to be leashed/on the walk. Another volunteer states that Oreo Cookie has not been like that on their walks, but will hesitate to navigate certain areas (such as the step near the gate). 6/22/26: Oreo Cookie is standing in her crate with a loose and wiggly body as handler approaches. She is able to be leashed with ease and is then taken to the behavior room for her assessment. In the room, she has a loose and wiggly body as she approaches the handlers to receive treats. She would jump up on the handlers and lean in to receive pets. Please see behavior assessment notes for more details. She is able to return back to her crate with no issues. 6/22/26: Oreo Cookie is laying down in her crate as handler approaches. She stands up and has a loose and wiggly body as the handler unlocks the door and leashes her. Once leashed, she is then taken outside to the play yard for play group. In the yard, she has a loose and wiggly body as she approaches all the handlers to receive pets and treats. She becomes tense with her hackles raised high as she greets another dog at the gate. She is able to be pulled away and then she pulls back towards the dog and begins hard barking and vocalizing towards the dog. Please see dog to dog notes for more details. She pulls on the way back to her crate and is able to enter with no issues.

Recommendations comments:: No children (under 13): Due to Oreo Cookie's reported concerns in previous homes and behaviors displayed during her stay in care, we recommend a home without children. Recommend No Dog Parks: Due to the concerning behaviors that Oreo Cookie has shown during playgroup (see DOG-DOG SUMMARY), we feel that she should not visit dog parks. The Behavior Department recommends that she be socialized in a more controlled setting until her behavior towards other dogs can be further addressed. Reward-based, force-free training can be utilized to help Oreo Cookie associate dogs with things she enjoys, like toys or treats. Place with a New Hope partner: Due to all noted concerns displayed in a home environment, the behavior department recommends Oreo Cookie be placed with a New Hope placement partner who is able to provide an experienced adult-only foster home. A period of decompression is recommended to allow Oreo Cookie to acclimate comfortably to her new environment; force-free, reward-based training only is advised when introducing her to new and unfamiliar situations. Consultation with a professional trainer/behaviorist is highly recommended for guidance to safely manage/modify any behavior Oreo Cookie presents with outside of the care centers.

Potential challenges comments:: Basic manners/poor impulse control: Oreo Cookie was reported to jump up often in her previous home. Similar behaviors were displayed during her handling assessment. It is recommended that default behaviors such as "Leave it", "Sit/Stay", "Down" are reinforced to substitute any frustration and teach her to control her impulses instead of simply reacting; proper management is also advised. Force-free, reward based training only is recommended. Please see handout on Basic manners/poor impulse control. Handling/touch sensitivity: Oreo Cookie is reported to not allow any grooming and attempts to flee. Please see the handout on Handling/touch sensitivity. Fearful/potential for defensive aggression: Oreo Cookie is reported to initially hard bark at strangers. She did flinch and pancake during jog when she thought the leash was coming towards her. She was reported to lunge at the previous adopter's children. Guidance from a professional trainer/behaviorist is recommended to assess behavior after decompression in a new home environment. Force-free, reward-based training is advised when introducing or exposing Cookie to new and unfamiliar situations. Please see handout on Fearful/potential for defensive aggression. Separation anxiety: Oreo Cookie is reported to become anxious when left alone in the home. Although details on how this behavior manifested is unknown or if steps were taken to modify this behavior. During her stay in care, she has pulled towards other dogs while grumbling. She is easily redirected. Her previous adopter reported that she had lunged, bark, and growl at dogs during walks.
