She is avoidant of leashing and trembles while outside and has difficulty settling. Eleanor is highly food motivated however and responds to gentle coaxing from handlers with a consistent and calm approach. We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Summary:: Since arriving at the care centers Eleanor has displayed high levels of FAS and has been very avoidant of handlers. She becomes tense and cowers in the back of her kennel when approached by staff and will flinch and tremble throughout interactions with her. She has escalated to growling on occasion as well when first arriving at the care centers or when handlers attempt to leash her. She is frantic on walks and will back away and hide from anyone besides her handler who walks past her. Due to Eleanor's high levels of fear and inability to settle, she is not a candidate for a handling assessment at this time.
Summary (3):: 11/26/25: Eleanor is curled up in a ball in her kennel and only lifts her head when handler approaches. She does not eat treats tossed. Handler attempts to leash her but she retreats to the back of the kennel, low tail tense body. Handler gently leans in and attempts to leash her but she dodges the leash. After a few attempts the leash is secured and she is walked on the street. She walks alongside handler but does not engage with handler. She is clipped using a slow approach and returned to kennel without issue. KD
Summary (4):: 11/25/25: Eleanor is at the back of her kennel laying down when handler approaches. Treats are tossed in to her and she will eat them. She will come to the front for treats and take from handlers hand through the bars but retreats and barks once when handler presents the leash. Handler kneels and tosses more treats, but Eleanor will only come forward for them if the leash is not present. Handler attempts to slowly reach in to place the leash on Eleanor but she presses herself into the back of the kennel and barks once, moving herself away from the loop of the leash. Handler backs off for a few minutes before attempting again. This is repeated a few times before the leash is successfully secured. Once the leash is on, she immediately comes to the front and walks to the yard. She is flinchy and avoidant of handler. Upon return she is clipped using a slow approached and returns to kennel without issue. 11/24/25- Eleanor is laying at the back of her kennel with a neutral body when handler approaches, they open her door and bend down softly talking to her. They toss treats and she slowly takes them with a tense body and tail tucked. Handler tosses treats closer to them and Eleanor slowly comes to the front eating them. Handler holds out a treats and Eleanor takes a few steps and leans, she gently takes them from handler's hand. They keep hand feeding her treats. Handler puts their leash by the lip of Eleanor's kennel door holding it up. She leans and sniffs at the leash, handler rewards. When they attempt to leash her she retreats to the back of her kennel with a tense body and tail tucked. As the leash touches her she had flips and mildly snaps at the leash, pushing her body against the wall. Handler then stops and tosses in more treats, she slowly eats them. When handler goes to leash again Eleanor exhibits the same behavior retreating to the back. After a few attempts handler is finally able to lasso the leash onto her. Handler fully opens the door and Eleanor slowly exits the kennel with a low body, ears pinned as exiting. She is taken for a street walk. Once on the street handler attaches a leash to her collar. She walks with a mild/ moderate pull. She is hypervigilant on busier streets, looking around, tail tucked and ears pinned. Handler offers her treats but she shows no interest. Once on a quieter street Eleanor walks on a looser leash, starting to sniff around. She is aloof with handler when they softly talk to her and offer more treats. As people pass her she just watches them with a neutral body then goes back to sniffing around. She passes a small dog and they hard bark at her, she moves away and goes next to handler with ears pinned, she keeps walking. Handler switches back to the slip lead, unclips their leash and is slowly clipped. She returns to kennel without issue and readily go
Summary (5):: 11/24/25: Eleanor is laying at the front of the kennel when the handler approaches. She has a tense body and whale eye. The handler offers ham and she is receptive. Eleanor slowly approaches the front and eats ham from the handlers hands. When the handler opens the kennel door Eleanor immediately retreats to the back of the kennel with a tense body and tightly tucked tail. The handler tosses more ham and Eleanor will approach with a low body, however will retreat quickly when the leash is presented. The handler attempts to lasso Eleanor several times however they are unsuccessful. Eleanor begins to escalate and begins lifting their lip, hard barking, and vocalizing. The handler ends the interaction to lower FAS. 11/23/25: Eleanor is siting in her kennel with a tense body as handler approaches. She continues to have a tense body and begins trembling as the handler unlocks the door. The handler then slowly opens the door and tosses treats and ham inside. She is comfortable cowering forward to eat the ham and then will retreat to the back corner of her kennel. When the handler slowly presents their leash, she begins growling and hard barking with a tense body and hackles raised. The handler would remove the leash and she would start to eat the ham on the ground again. As the handler attempts to leash her again, she barks, growls and snaps at the leash. On the third attempt, the handler is able to get the loop quickly over her as she engages in the ham. She then begins to thrash and managed to get her leg through, causing the leash to get under her leg. This causes her to become more nervous, and she begins thrashing and vocalizing. The handler then drops the leash and she is able to settle. The handler then returns with a leash hook and she manages to get the first leash off. She has a tense body as the handler presents the new leash and she is able to be successfully leashed. She is then slowly taken outside to the yard. In the yard, she has a tense body and tucked tail as she walked behind the handler. She would constantly stop walking and raise one of her front paws while trembling. She has no more interest in ham. On the way back to her kennel, she stops at the top of the stairs and refuses to walk any further. She eventually steps down the stairs on her own and then bolts back up the stairs when the door is opened and she hears all the loud barking dogs. She then begins to thrash intensely while vocalizing. She is unable to be double leashed, and assistance is able to be called. When assistance arrived, she continues to thrash intensely and refuses to get leashed with a second rope. Once she is successfully double roped, she would walk forward and stop and quickly thrash a few more times. She eventually is then able to be taken back to her kennel and the leashes are retrieved with a hook.
Summary (6):: 11/22/25: Eleanor is near the back of her kennel as handler approaches. She hunches over and slinks back further into kennel as handler removes her kennel blocker but once handler produces some sliced cheese which convinces Eleanor to approach the front after coaxing her for a while. She accepts the sliced cheese from handler gently and will back away after accepting each piece, handler unlocks the kennel door and she again retreats to the back of her kennel. Handler begins slowly introducing a pole leash into kennel which she begins moving away from, she continues to avoid the leash and produces a quiet low growl as handler attempts to leash her. Handler is able to secure the leash to Eleanor and she follows more sliced cheese to the front and is gently tugged out of kennel and brought to the yard for her walk. Eleanor is hypervigilant outside and trembles slightly. She sits on one of the benches in the yard near handler but does not solicit interaction. She briefly sniffs handler and sits on the bench slightly trembling and watching the yard. She becomes visibly nervous when seeing dogs and will hunch over and cower slightly as they pass. She walks around the perimeter of the yard with handler for a while and sits with handler for a bit more before she is brought back inside. Once inside a member of medical requests her for a weight check and for a brief exam, Eleanor is wide eyed in the hallway and backs away from any person she passes along the way. She is coaxed over to the scale and follows sliced cheese onto it, she remains tense and fearful when people pass and once finished she is brought back to kennel. She hesitates to enter kennel as she stares at a staff member cleaning the neighboring kennel but is coaxed inside by handler. A hook is used to retrieve her leash which she avoids initially but it is eventually removed and interaction is ended.
Summary (7):: 11/20/25: Eleanor is at the center of her kennel as handler approaches. She is laid down and curled up, handler produces some spray cheese and squeezes it at the front of her kennel, she stares intensely at the cheese but does not approach so handler grabs sliced cheese and begins breaking it apart and tossing it near Eleanor who slowly begins accepting the cheese and inching closer to the front. She eventually reaches the front and begins taking the spray cheese in the front, though she eventually retreats to the back of kennel again. Eleanor begins trembling slightly so handler tosses more cheese and begins slowly introducing a pole leash into kennel. She is tense and avoids the leash initially but allows handler to slowly leash her, once leashed she remains in the back of kennel. Handler leaves the kennel door ajar and waits at the side of kennel for her to approach, offering more cheese and treats near the front. She is very slow to approach and does not exit kennel on her own. She is eventually coaxed near the front and tugged out of kennel quickly. Eleanor stops and is startled by the dogs she passes that bark at her but is coaxed forward using mild leash pressure. She walks with handler slowly to the yard trembling along the way, once outside she is brought into one of the play yards, she relieves herself and slowly sits down on the bench inside the yard. After sitting for a bit handler attempts to continue walking but Eleanor attempts to baulk on the bench so handler uses moderate leash pressure to get her off. She continues and walks with handler around the play yard and into another yard, she again sits on the bench, slowly inching closer to handler but not soliciting attention and remaining tense and trembling. She is again taken off the bench and brought back inside, she walks back into kennel and returns, a hook is used to retrieve her leash which she is tense and avoidant of but allows with a slow approach. 11/19/25 (late entry)- Eleanor is at the front of her kennel curled up, when handler unlocks her kennel Eleanor retreats. She has a tense body and is shaking. Handler attempts to leash
Date of intake:: 11/18/2025
Summary:: Trembling and low growling, food motivated, allowed leashing, stopped frequently when walking inside
Date of initial:: 11/19/2025
Summary:: tense/frozen for tasks, flinches with touch, muzzled, allows exams and tasks but remains frozen
ENERGY LEVEL:: We have no history on Eleanor so we cannot be certain of her behavior in a home environment. However, she will need daily mental and physical activity to keep her engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in additional to physical exercise, to positively direct her energy and enthusiasm.
BEHAVIOR DETERMINATION:: New Hope Only
Recommendations:: No children (under 13),Place with a New Hope partner
Recommendations comments:: No Children: Due to Eleanor's high levels of fearfulness and need for contact on her own terms, we recommend a home with no children. Place with a New Hope Partner: Eleanor has not acclimated well to the kennel environment and has allowed only minimal handling since intake. She has displayed fearful defensive behavior and will avoid leashing. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.
Potential challenges: : Handling/touch sensitivity,Fearful/potential for defensive aggression,Anxiety
Potential challenges comments:: Handling/Touch Sensitivity: During medical exams Eleanor is reported to flinch and avoid contact from handlers and becomes tense and whale eyes when touched or being leashed. It is important to always go slow and give Eleanor the option to walk away from any social interaction. Eleanor should never be forced to approach anything that she is uncomfortable with or to submit to petting or handling. It should always be Eleanor’s choice to approach a new person or thing. Eleanor may do best in an initially calm and quiet home environment and should be given time to acclimate to her new surroundings. Please see handout on Handling and Touch Sensitivity. Fearful/Potential for Defensive Aggression: During her intake Eleanor was observed to cower and tremble/flinch when approached by staff, she would escalate to low growling toward handlers when approached and will growl at times during leashing for walks. Eleanor gives clear warnings when she is uncomfortable and does seem to choose to avoid or retreat when given the opportunity, but if prevented from moving away there is a potential to escalate to higher-level warning behaviors and possible fear-based aggression. It is important to move slowly with Eleanor, to build positive associations (treats/toys/praise), and to allow Eleanor to initiate interactions with new people. She should never be forced to greet or to interact if she is not comfortable and soliciting attention. Please see handout on Fearful and Defensive Aggression. Anxiety: In care, Eleanor has been observed to cower, tremble and stress yawn when out on walks or interacting with handlers. We recommend puzzle toys, long walks, and giving her other things to focus on to alleviate her anxiety. Positive reinforcement, force-free training only should be used. Please see handout on Generalized Anxiety.
