In the care center, Ms. Chili Peppa displays fearful and conflicted behavior during leash handling, including growling, lunging toward handlers' hands, barking, retreating from the leash, whale eye, and vigilance during kennel removal. She also displays high arousal once out of the kennel, including hard pulling and jumping toward handlers and the leash. Ms. Chili Peppa is social once comfortable, seeks out affection, leans into petting, and is able to be safely handled and returned to her kennel with appropriate management but intermittently has issues with being removed from kennel from select staff. Medically, Ms. Chili Peppa has CIRDC.

Medically, Ms. Chili Peppa has CIRDC. Miss Chili Peppa was surrendered into care as a stray, so her past behavior in a home environment is unknown. Miss Chili Peppa has not acclimated well to the shelter environment and has been difficult to remove from her kennel safely. She has escalated to lunging, snapping, hard barking, growling, and dodging handlers' leads. Once out of the kennel, she has shown some sociable behaviors when given time, a slow approach, and higher-value treats. Due to these concerns, we recommend that she be placed in an adult-only home through a New Hope rescue partner that can address her challenges with the use of a certified professional trainer that uses positive reinforcement methods only.

Summary:: Due to Ms. Chili Peppa's escalations towards handlers when attempting to remove her from the kennel, and continued escalation during her medical exam, a handling assessment is not attempted at this time.
Summary:: Due to entering the facility as a stray, no prior dog-to-dog history is recorded. 06/24/26 Ms Chili Peppa is introduced to a novel male while off leash. She approaches the gate and will sniff with a neutral frame before bouncing back and forth along the gate becoming more forward and exuberant throughout the greet.
Summary (6):: 7/4/26: Ms. Chili Peppa is standing at the front of her kennel as handler approaches. She begins to jump up while barking with a loose and wiggly body as the handler unlocks the door. She then pulls on the way outside for a walk. On the walk, she has a loose body as she continues to pull ahead to sniff. She would jump up on the handler with a loose body and was comfortable receiving pets. She has no reactions to dogs or people and pulls hard on the way back to her kennel before quickly entering with no issue.
Summary (7):: 06/26/26: Ms Chili Peppa is at the front of her kennel as the handler approaches. When the handler inserts the leash into the kennel, she barks and jumps at it. Eventually, she puts her head through the leash and the handler is able to remove her from the kennel. She is brought to the office where she is offered various activities, but opts to sniff instead. When not sniffing, she jumps up towards the handler and leash. She continues until the handler stiff-arms her and coaxes her into sniffing something new. When returning to her kennel, she pulls hard through the building. She is returned with no issue. 6/24 (PM): Ms Chili Peppa is at the front of her kennel with her head down and low tail wags when a handler approaches. She begins whining as a handler bends to one knee to offer her high values - sliced cheese, Vienna sausage, chicken breast - but she does not take them. Ms Chili begins rubbing on the bars as the door is unlocked. The hadnler pets her as they slowly turn her collar until they are able to successfully clip it. Ms Chili readily exits the kennel and is brought to the play yard. She immediately jumps into the hadnler's lap, rubbing against them for pets. She stops to wander the yard before returning to check in with the handler. She sees another dog walking to another pen and follows them along the fence, but quickly returns to the handler. Ms Chili is walked back on the drag leash and jumps back into her kennel. She allows the hadnler to unclip the drag leash. 6/24/26: Ms Chili Peppa is at the front of her kennel and is quickly leashed. As the leash touches her neck, she will lunge towards the handler's hand, but is quickly removed from kennel. She will bark at the handler as they exit the room and will then pull hard for her size to the play yard where she will greet another dog at the gate. (see dog-dog for more info) She is then returned to her kennel with no issue. 6/22/26: Ms Chili Peppa is at the front of the kennel as the handler approaches. She is tense and will whale eye as the handler offers her treats and some cheese. She will eat the cheese but is vigilant of the leash and eventually will no longer eat the cheese. When the handler attempts to lasso her the first time, she will growl and retreat to the back of her kennel and then lunge to the front as the leash comes out of the kennel. While they get their leash ready again, Ms Chili Peppa will push at the door with her nose. The handler tries to lasso her again and is able to get the leash on her and she will then exit the kennel quickly. She will then pull hard to the behavior office and will then nuzzle into a staff member, leaning into petting and is eventually fitted with a collar and drag leash. She will allow petting from other staff members but disengages quickly. She is avoidant of the leash so the handler has to hold the drag leash and the slip leash is placed over her head. She is returned to kennel with ease and secured safely.

Recommendations comments:: No children (under 13): We recommend Ms. Chili Pepper be placed in an adult-only home at this time due to her escalation towards handlers. Place with a New Hope partner: Ms. Chili Pepper has not acclimated well to the kennel environment and has allowed only minimal handling since intake. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.

She has escalated to hard barking, lunging, snapping, and attempting to bite handlers when trying to be removed from the kennel. She is noted during her medical to attempt to react intensely to medical handling, escalating to the point of needing to be sedated. These behaviors indicate a high level of fear and potential for defensive aggression when overwhelmed or restrained.
