Phil
Hello, my name is Phil. My animal id is #246355. I am a male tabby cat at the Manhattan Animal Care Center. The shelter thinks I am about 5 years 3 weeks old.
I came into the shelter as a stray on 1/27/2026.
Sorry, this pet is for new hope partners only.
Pre-Screener FormPhil is on the at-risk list due to behavior. He is not thriving in the care center and continues to display distance-increasing behavior when approached for interactions. He has not warmed up despite staff using treats to build a positive association. Due to his stress levels, it is in his best interest to move out of the kennel environment and into a stable home as quickly as possible. He would do best in a home with adopters who are willing to give him plenty of time and space to adjust, and who have experience with helping a fearful cat adjust to strangers.

What my friends at ACC say about me: My history is a mystery and my friends here do not know much about me yet! I have medical needs that staff will address with you when you meet me. I would appreciate slow introductions to new people and places to help me feel safe. I am finding the shelter a little overwhelming, but when it's just you and me and some peace and quiet you'll see what a love bug I am. I will flourish in a calm environment and a low-traffic home. I would do best in a home without very tiny humans, although I could be open to older human children once I meet them. A volunteer writes: Phil must've done the best he could during the snowstorm, but for two days afterward he found himself under a car where he cried alone for two whole days. Believed to be left behind when his guardian moved away, someone heard Phil's cries and thankfully took action. I don't know if the shelter is what Phil had in mind. In fact, I can pretty confidently say it wasn't but we also know that perspective can be elusive when you've gone through so much. Phil was calm when approached by the Good Samaritan who helped but shelter life has proven to be a challenge for this gentle hearted guy. Sitting snuggled in his cubby, Phil's reluctant to put himself out there in the same way that brought him here and hasn't been very interested in pets though he does tolerate them. Phil is FIV+ and really hopeful that someone will see that he has a lot to offer, he just needs someone to help him get started.

Details on my behavior are...
Behavior Condition: 2. Blue
KNOWN HISTORY:: Phil was brought in as a stray, there is no known information on his behavior history in a home environment. Upon intake the cat was crying.
ENRICHMENT NOTES:: PRIOR ASSESSMENT 1/30/26 Phil was curled up hiding in the den upon approach and then softly hisses when removing the den cover. When reaching close with treats on the scratcher tool, he softly hisses again and then leans in head forward to sniff. He leans back when pet on the head and stays still when receiving cheek rubs, tolerant of the attention. He looks back at the tool when stroking his body and tenses up when applying gently upward pressure on his side and chest. Pick up was not attempted in order to reduce stress. 2/12/26 FB20 Phil is laying down in his cubby. He has a tense face and forward ears on approach. When the door is opened, he begins low growling and lip licking. When I move slightly closer towards him, he stands and puffs up, ears flattening and hissing harshly. I place a tray of squeeze up in his kennel and he begins to eat it, pausing to watch me carefully. 2/14/26 ACFR Phil was laying on top of his den with a very tense body, lowered head, narrowed eyes, ears angled to the sides, legs underneath him, and tail curled tightly around his body. Handler slowly offered squeeze up using scratcher tool, which he tentatively sniffed before quickly hissing, spitting, and swatting at the tool. Handler slowly removed tool and ended interaction due to increasing FAS. Handler later noted that Phil was reserved but engaged with bubble enrichment, watching intensely from his den and occasionally reaching his paw out to softly bat at bubbles near his kennel. He returned to a tense crouched position as handler stepped closer to kennel door. 2/18/26 FB32 Lying down hiding in den, harshly hisses and lunges when removing den cover. Flattens ears and growls when reaching close with tuna on scratcher tool. When making eye contact with tool, he swats hard with force, hisses, and growls again. When reaching close or pulling back, he swats and hisses again. He lunges again when returning the den cover.
ACTIVITY LEVEL:: Subdued
VOCAL:: Quiet
CHARACTER TYPE: : Bold,Curious,Timid,Independent
POTENTIAL CHALLENGES:: Pet-induced aggression,Fearful,New home adjustment period
Potential challenges comments:: See relevant behavior flyers.
BEHAVIOR DETERMINATION: : New Hope Only
RECOMMENDATIONS:: Adult only home
Recommendations comments:: Adult only home due to fearfulness and escalation in shelter.
BEHAVIOR SUMMARY:: Phil has shown signs of deterioration since his last assessment and now does not tolerate any touch or petting. Phil is laying down in his cubby with tilted ears and dilated eyes. He hisses hard on approach and begins to move forward slowly when the door is opened. When the scratcher tool is offered to him, Phil lunges forward and strikes the tool hard, with claws extended. He continues to lunge when the scratcher tool is removed, ears flattened and fur piloerect. A tray of squeeze up is slid through the door, Phil does eat the squeeze up but pauses intermittently to hard stare at the assessor. Phil is displaying behaviors that preclude placement in the adoptions room and may require further investigation before placement in a home. He has tried to swat and scratch, is extremely fearful in the shelter environment, and does not currently tolerate petting or handling. The behavior department feels that placement with a New Hope Partner is the best option at this time.
