Summary:: Due to entering the facility as a stray, there is no prior dog-to-dog history recorded. 7/22/26: Cookie King is introduced to a novel intact male and approaches the fence with a tense forward leaning body and high flagged tail. He has a tight c shaped mouth and begins high wags and when the other dog attempts to sniff Cookie, he whips towards the dog giving a hard bark, then stands stiff at the fence hard growling with whale eye. He continued to fixate on the other dog once they disengaged. 5/26/26: Cookie King greets another dog at the gate with a high level of movement - rapidly wagging tail, moving back and forth, pushing his nose through the gate and pawing towards the other dog.

Summary (5):: 8/25/26: Cookie King is reported to lunge towards a dog in a pop up in a pop up crate and attempt to bite them. The handler had to pull him away with heavy leash pressure. 08/20/26: Cookie King is at the front of his kennel as handler approaches, he is leashed while distracted with a treat and upon exiting kennel pulls hard toward the neighboring kennel and tries to kennel fight but is kept away by handler. He is walked around the street, passing people with mild curiosity but otherwise passes them without issue. Cookie walks for a while uneventfully before being brought back inside, he follows treats back into kennel. 8/10/26: Cookie King was jumping on the kennel door as handler approached. Handler used a treat lure to leash and take him for a street walk. Coming out of kennel Cookie King pulled toward the neighboring kennels while vocalizing and snapped once. In the hallway he pulled toward the dogs in the crates and growled and snapped at one of them. While on walk he pulled lightly while walking slightly ahead of handler. When he saw another dog across the street he stopped and hard stared, handler had to use leash pressure to get him to continue walking. When being returned to kennel he tired to pull towards the crates and also the first kennel as he was placed back into his kennel. 8/6/26: Cookie King is at the front of his kennel with a soft body; he is easily leashed and brought out the room. Once he's out the room, Cookie barks a few times towards the crates but he continues to walk. On the street, Cookie walks with mild leash tension; he doesn't react to people. When the handler attempts to pet Cookie on his head, he headwhips towards their hand with an open mouth, but allows pets alongside his body. Upon entry, the handler clips their leash and returns Cookie to his kennel. 8/5/26: Cookie King is reported to be overaroused in the yard on a dragline. He would run around, jumping off the bench, off the playpen fence and the handler. 7/26/26: Cookie King is at the front of the crate with a soft wiggly body. He begins to bark towards the handler repeatedly. Cookie is easily leashed and taken out of the kennel. He pulls hard and is taken downstairs. Cookie is brought to the street where a leash is attached to his harness. He walks with a slack leash besides the handler. When dogs are observed, he hard stares at dogs with a tense face and forward body, he is called away with vocal noises and tossing treats. Cookie King then relieves himself a few times. He walks with mild pulling back to shelter. Cookie King is then brought back upstairs and is returned to kennel by tossing treats.

Summary (6):: 7/20/26: Cookie King is at the front of the kennel grunting with a soft wagging tail. He is standing up on his hind legs and pawing at the kennel doors. He is easily leashed and taken out of the kennel. He pulls moderately as he is taken downstairs towards the street. Cookie Observes a dog across the street and looks towards them tense with his head raised and ears forward. Cookie relieves himself and is walked around the block. He walks slowly besides the handler. He observes a dog far ahead and walks forward with his head raised, ears forward and a tense body and tail. He is called away with squeakers and is then brought back inside the shelter and returned to kennel without issue. 7/13/26: It has been noted on the whiteboard, "needs more front kennel, pulling hard and hard barking at kennels and pop-ups upon exit" 7/5/26: Cookie King is at the front of his kennel with loose body when handler approaches. He is easily leashed and taken out of the room. He pulls hard in the hallways, attempting to jump on pop-up crates, and panting a lot in elevator after. Once in the driveway, he immediately relieves himself. When he sees another dog his body freezes and he starts constantly licking his lips. Handler is able to distract him with recall and treats and Cookie King follows it and willingly walks away. After he continues walking with mild pulling ahead of the handler. He responses when called, allows petting, and follows command "sit". Cookie King doesn't react towards other people passerby. His body remains loose and wiggly most of the time. During returning handler is able to pre-clip the leash and bring Cookie King back into his kennel with ease. 06/29/26: Cookie King is at the front of his kennel as handler approaches, he is leashed while distracted with treats and taken to the street for his walk. Cookie walks alongside handler and accepts treats along the way, he is exuberant and walks past people and dogs without issue. Cookie walks on a loose leash and follows handler around the street. He walks for a while before brought back inside, he allows petting and for his leash to be clipped before he is returned to kennel following tossed treats. 6/25/26: Cookie King is reported to mount while walking; the handler has to straight arm their leash off to get him off their leg.

Summary (7):: 6/23/26: Cookie King is at the front of the kennel with a loose and wiggly body and wagging tail. He is easily leashed and taken out of the kennel to the street. Cookie walks with mild leash tension, he observes a dog over twenty feet away with a tense body and wide stance. His ears are perked and he has a high flagging tail. Cookie is then brought back to the shelter. He greets the assessor loose and wiggly body and wagging tail. After his assessment, Cookie King is returned to his kennel with treats. 6/22/26: Cookie King was at front of kennel with a loose and wiggly body where he was easily leashed and taken for a street walk. He walked slightly ahead of hanker pulling lightly. When he saw a dog he stopped and whined but handler was able to get him moving again by applying slight leash pressure. He was returned to kennel with no issue. 6/21/26: Cookie King was at front of kennel with a neutral body. He was easily leashed and taken for a street walk. Cookie King walked slightly ahead of handler while moderately pulling. He would pull harder at times that he saw something he wanted to sniff and investigate. He was returned to kennel with no issue. 6/20/26: Cookie King is at the front of his kennel with a wiggly body, frantically jumping on the kennel door. The handler lures him with a treat and leashes him; while walking out the room, Cookie whines while looking at the kennels he passes. On the street, Cookie walks with moderate leash tension; when he sees another dog, he whines a lot and slightly fixates until the dog is out of sight. Upon entry, the handler clips their leash and returns Cookie to his kennel; he whines one the way back, but enters his kennel with ease. 5/28/26: It is reported via white board that Cookie King may mount. 5/25/26: Cookie King is asleep in his crate as the handler approaches. He wakes up and is loose in body. He is easily leashed and lead to the street. He relieves himself. He walks ahead of the handler with a neutral body. He pulls moderately, but a bit harder when he wants to get at something he wants to smell. He allows leash clipping and returns to his crate with ease. He takes a treat. 5/22/26: It is reported on the behavior board that Cookie King may mount. 05/21/26: Cookie King is at the front of his kennel as handler approaches, he is leashed with treats and taken to the street for his walk. Outside he pulls moderately toward dogs and walks past people without issue. He stops to relieve himself and sniffs around. After a bit he is returned for his assessment and once complete he is returned to kennel without issue.

Summary:: Aloof, head whips at handler, jumps up towards their hand in kennel

ENERGY LEVEL:: We have no history on Cookie King so we cannot be certain of their behavior in a home environment. However, they will need daily mental and physical activity to stay engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in addition to physical exercise, to positively direct their energy and enthusiasm.

BEHAVIOR DETERMINATION:: Level 4

Recommendations:: No children (under 13),Recommend no dog parks

Recommendations comments:: No children (under 13): Due to fearful behavior we recommend a home with no children. Recommend No Dog Parks: Due to the concerning behaviors that Cookie King has shown during playgroup (see DOG-DOG SUMMARY), we feel that He should not visit dog parks. The Behavior Department recommends that He be socialized in a more controlled setting until his behavior towards other dogs can be further addressed. Reward-based, force-free training can be utilized to help Cookie King associate dogs with things he enjoys like toys or treats.

Potential challenges: : Social hyperarousal,Fearful,On-leash reactivity/barrier frustration

Potential challenges comments:: Social Hyperarousal: Cookie was observed to head whip with an open mouth and have a loose and wiggly body. Positive reinforcement, force-free training should be used to teach Cookie to remain calm when people and other exciting things are around. Cookie should be rewarded with treats when calm. If they escalate to jumping or mouthing, people should immediately walk away from and separate themselves from Cookie. Please see handout on Arousal. Fearful: During his previous stay Cookie was observed to head whip during contact. They should never be forced to approach anything that they are uncomfortable with or submit to petting or handling. It should always be their choice to approach a new person or thing. Cookie would do best in an initially calm and quiet home environment and should be given time to acclimate to their new surroundings. Please see handout on Decompression Period. On Leash Reactivity: Cookie King is observed to become tense when seeing another dog this behavior is not able to be redirected easily. Cookie will need positive reinforcement, reward based training to teach them to look at you rather than other dogs. We recommend a front clip harness to help manage this behavior.
