Hello, my name is Cleo. My animal id is #257508. I am a desexed female black dog at the Manhattan Animal Care Center. The shelter thinks I am about 10 years 5 months old.

I came into the shelter as a owner surrender on 6/18/2026, with the surrender reason stated as person circumstance- no time for animal.

Cleo is on the at-risk list due to medical concerns. Recent bloodwork and physical exam suggest that Cleo may have cushings disease, which is an endocrine disorder. Behaviorally, Cleo has very high fear anxiety stress (FAS) in shelter. During handling times, she is seen trembling, retreats from contact, and seeks exit. Once outside Cleo sticks closely to handlers and ignores other stimuli like people and dogs. To confirm diagnosis and reduce Cleo's FAS, she will require further diagnostics we cannot provide in the care center.

During intake she was observed to be balk on leash and needed a sling to be placed into kennel. While in care, Cleo has remained fearful and was observed to show whale eye and seek exit during her assessment. Due to the fearful behavior we recommend an experienced adult only home.

Summary:: When brought into the assessment room Cleo was observed to be tense and fearful. Noted to show whale eye and retreat from the handler when they attempt to interact. Cleo is not receptive to coaxing or treats. When the handler speaks to her in a soft tone, Cleo persistantly seeks exit at the door. Due to the high levels of fear, stress, and anxiety displayed. Cleo is not a candidate to receive a handling assessment at this time.

Summary (7):: 6/21/26 (Assessment): Cleo was lying down at back of kennel. Handler opened kennel door and stuck leash into kennel. After a few moments Cleo stood up and came forward where she was easily leashed and taken for a brief street walk before her assessment. While on walk Cleo walked behind handler. She displayed no reactivity to dogs or people that she saw on the street. She was taken to the behavior room for an assessment (Please see assessment notes for details). While returning to kennel she stood in front of kennel a few moments before stepping in and then a few more moments before pulling in her rear. 6/19/26: Cleo stands with a neutral body in her kennel; the handler leashes her and she slowly exits her kennel. The handler brings Cleo to the yard. She relieves herself and sniffs around; the handler presents their hand to sniff, but she ignores it. Upon entry, the handler clips their leash; Cleo slowly walks to her kennel and enters it on her own. 6/19/26 (AM): Cleo is lying down in kennel as the handler approaches; she slowly approaches the front of her kennel, but retreats when the handler attempts to leash her. the handler lassos her and she slowly exits the kennel. The handler brings Cleo to the yard; there she relieves herself and wanders around the pen; she doesn't react to dogs or handlers passing by. Cleo slowly approaches the handler when they call her; she even climbs onto the bench where the handler is sitting. Upon entry, the handler clips their leash and walks Cleo to the room; Cleo stops right outside the room, but with a little leash pressure, she slowly walks into the room and returns to kennel.

We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Potential challenges comments:: Fearful: Cleo has been observed to be highly fearful while in kennel. During intake, she was noted to balk on leash and needed a sling to be returned to kennel. They should never be forced to approach anything that they are uncomfortable with or submit to petting or handling. It should always be their choice to approach a new person or thing. Cleo would do best in an initially calm and quiet home environment and should be given time to acclimate to their new surroundings. Please see handout on Decompression Period.
