Pre-Screener Form

Tokio is on the at-risk list due to behavioral concerns. Tokio arrived at the Care Center as an owner surrender due to housing instability. Unfortunately, Tokio has remained highly fearful during her stay and has only allowed minimal handling. When handlers approach her, Tokio is noted to be avoidant of being leashed, and growl at handlers with a tense body. Tokio's previous owner notes that she is friendly with familiar people, and is crate trained. She is receptive to treats while in kennel. Medically, Tokio currently receiving treatment for UTI.

Date of assessment:: 3/11/2026

Summary:: Since arriving at the Care Center, Tokio has been observed to be highly fearful. Noted to growl and bare teeth towards handlers when they approach him in kennel. Due to observed fearful and defensive behaviors, Tokio is not a candidate for a handling assessment at this time.

Summary:: 3/17/26: Tokio does not approach the gate to greet another dog. She is coaxed forward and then she to growl and show teeth.

Summary (6):: 3/17/26: Tokio is laying down, quiet in kennel, soft bodied, wide eyed. When handler approaches, Tokio at first approaches, but when kennel door is opened Tokio retreats toward back of kennel. Handler is unable to lasso, then uses a 'fishing rod' style leash and is able to easily get the slip leash over her head. Tokio steps to the front of the kennel, hesitates for a while. Mild leash pressure is used and Tokio steps out slowly, steadily. Tokio pauses alot during the walk, but is walked to the yard. Tokio does not take treats offered, does not approach handler. Tokio sniffs, investigates, jumps on bench and scans her surroundings. Handler again tries to engage with her, Tokio licks lips and avoids and interaction. After some time Tokio is returned to kennel, a hook is used to retrieve the leash. 3/15/26: Tokio is sitting at front of kennel with a tense body and wide eyes as handler approaches. Handler is able to leash on first attempt. It takes some encouragement to get Tokio out of kennel, but she does come out after a couple of mins. While on walk handler notices that Tokio is growling, it can barely be heard but felt thru the leash. Tokio is returned to kennel, but handler uses hook to get leash back. 3/13/26 (PM walk): Tokio is lying down in kennel a the handler approaches. She looks at the handler with widen eyes; the handler tosses treats into her kennel, but she doesn't eat it. So, the handler tosses high value treats and Tokio eats. The handler places the treats closer to the front, and she approaches, the handler attempts to lasso her, but she dodges her the leash. After a few attempts to leash, Tokio retreats to the back of her kennel and lays down; she doesn't eat the high value treats. The handler removes the leash and ends the interaction. 3/12/26: Tokio is at the front of her kennel facing away from handler as they approach, she moves away from the leash as handler attempts to leash her but does not give much issue. Once successfully leashed she is removed from kennel and walks very slowly out to the yard. Once outside she is tense and her hackles are raised, she slowly walks forward and begins relieving herself. Once finished she refuses to move forward and stares at handler with whale eye. Handler begins attempting to walk her back inside due to the clear signs of FAS she is displaying but she refuses to move. Using mild leash pressure handler is able to coax her back down the stairs and inside. She returns back to kennel without further issue and a hook is used to retrieve the leash from her

Summary (7):: 3/10/26: Tokio is lying at the front of her kennel. Once she sees the handler, she looks at them with widen eyes and a tense body. The handler slowly open the door and leashes Tokio. She stands up but doesn't exit her kennel on her own. the handler stands to the side and Tokio approaches the front, but still doesn't exit. So, the handler gently adds leash tension and brings her out the kennel. On the street, Tokio walks ahead with mild leash tension; she doesn't react to dogs or passersby. When walking back to the shelter, Tokio keeps turning around, away from that direction, and attempts to walk that way, but the handler adds leash tension to continue the walk back. Tokio occasionally looks back in the opposite direction, but continues to walk, this time behind the handler Upon enter, the handler clips their leash and returns Tokio to her kennel with ease. 3/9/26- Tokio is laying down at the front of her kennel with a tense body when handler approaches her kennel. She starts to low growl at handler, they present their hand to her kennel door and she bares teeth while growling. She stayed laying down with a tense body and growling as handler placed their leash over her head. They were able to leash and handler's opens her door. She stands up but doesn't move forward. She stays tense while hard barking and growling at them. Another staff member comes to take out the neighboring dog and handler closes Tokio's door. As the other handler was trying to get neighboring dog out Tokio was watching them and growling/ hard barking at them. The other handler left the room and handler opened Tokio's kennel again. She doesn't exit and continues with same behaviors. Handler ends interaction to not further stress Tokio out. Handler used a hook to remove their leash. Handler slowly presented the hook and she sniffed at it. She then retreated to the back of her kennel and was growling. Handler slowly was able to get the hook onto the leash and was easily removed. 3/9/26- When staff went by Tokio's kennel she was growling, hard barking and baring teeth at them.

ENERGY LEVEL:: Tokio is described as low energy. They will need daily mental and physical activity to keep them engaged and exercised. And we recommend using force-free, reward-based training techniques for them.

BEHAVIOR DETERMINATION:: New Hope Only

Recommendations:: No children (under 13),Recommend no dog parks,Place with a New Hope partner

Recommendations comments:: No children (under 13): Due to fearful behavior we recommend a home with no chidlren. No Dog Parks: Due to hard barking at unfamiliar dogs we recommend no trips to the dog park. We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Potential challenges: : Basic manners/poor impulse control,Fearful/potential for defensive aggression,On-leash reactivity/barrier frustration

Potential challenges comments:: Basic Manners: Tokio's previous owner states that she will jump up and bark for attention. It is recommended that default behaviors such as "Sit" and "Off" are reinforced to substitute any frustration and teach them to control their impulses instead of simply reacting; proper management is also advised. Force-free, reward-based training only is recommended. Please see handout on Basic Manners. Fearful Defensive: Tokio is observed to hard bark, growl, and bare teeth towards handlers when they approach. It is important to move slowly with Tokio, to build positive associations (treats/toys/praise), and to allow them to initiate interactions with new people. They should never be forced to greet or to interact if they are not comfortable and soliciting attention. Please see handout on Fearful and Defensive Aggression. On Leash Reactivity: Tokio's previous owner states that she will bark at dogs, small animals, and people. During intake Tokio was observed to bark and growl at the other dogs. Tokio will need positive reinforcement, reward based training to teach them to look at you rather than other dogs. We recommend a front clip harness to help manage this behavior. Please see handout on On Leash Reactivity and Barrier Frustration.
