Such as biting and tugging on the water bucket. Medically, Hailey has CIRDC and emaciation.

If you're looking for a fun-loving, energetic companion, Hailey may be your perfect match! This very active and playful girl loves spending time with her family and can often be found hanging out in the living room, ready for her next adventure or play session. Hailey is a well-mannered dog who knows several cues, including "sit," "stay," "yes," and "no." She enjoys daily walks and walks nicely on a leash with very little pulling, making her a pleasant walking partner. She currently enjoys one to two walks each day to help burn off some of her energy. One of Hailey's favorite things in the world is greeting her people when they come home. Her previous owner loved how excited and happy she gets when she sees her family, and her joyful welcome is sure to brighten anyone's day. Hailey enjoys treats and toys and is always ready for some fun. She is also comfortable with routine grooming and allows her family to bathe, brush, and trim her nails. While Hailey no longer needs a crate, she has experience being crated in the past. She can be a little nervous when getting into or riding in the car, so she will benefit from patience and encouragement during car trips. With her playful personality, loving nature, and enthusiasm for life, Hailey is ready to bring happiness, laughter, and companionship to her forever home.

DVM Intake Exam Estimated age: 4-7y Microchip noted on Intake? scanned negative History: Owner called the police to remove the dog as he was being evicted and had no where to bring her. Subjective: BAR Observed Behavior - Wagging tail and jumping up for attention. VERY food motivated. At approximately 8:00am on 5/30/26 Hailey was examined. She was laying down in her kennel initially and then began jumping up and barking at me during the interaction. She did not show any signs of neurologic deficits or abnormalities during the interaction or during her time in care. A: No appreciable neurologic deficits consistent with rabies P: Consider releasing from DOH hold

Bite history:: 5/20/26: During morning cleaning a handler was in the process to removing Hailey from kennel. Hailey proceeded to leash bite. A second handler was assisting and offered a long jerky treat to feed through the leash. When Hailey went to grab the treat her tooth made contact with second handlers hand leaving a small cut on the base of right thumb. Cut was cleaned and covered with band-aid onsite.

Summary:: 5/19/26: Hailey quickly approaches the gate to greet another dog. She is tense bodied, barking and attempting to push through the gate with her paws and nose.
Summary (6):: 6/3/26: Hailey is lying down on her side at the front of her kennel. When the handler approaches, she wags the tip of her tail softly. She takes treats through the bars with a soft mouth and continues to wag her tail while lying down. The handler replaces her kennel blocker and she sits up slowly. She takes another treat and the interaction is ended. 5/20/26: Hailey is at the front of the kennel jumping up on the door when the handler approaches. The handler attempts to feed Hailey treats and she is receptive. When the handler goes to leash her, Hailey begins biting the leash and jumping up towards the handler's hand. The handler is able to get one leash on and Hailey begins biting and tugging the leash into kennel. This behavior is not able to be redirected using treats or pet corrector. When the handler attempts to place a second leash on Hailey attempts to push her way out of the kennel. The handler is eventually able to get the second leash on Hailey and she begins lunging forward. The handler is unsure towards what stimuli. Once on a double leash Hailey is brought to her new kennel. She readily enters the kennel. When the handler is able to use a hook to remove the two leashes. However, when they go to remove the leashes from kennel, Hailey begins biting and tugging them into the kennel. This behavior is not able to be redirected using squeaky sounds, treats, or pet corrector. A third handler approaches with treats and this is able to distract Hailey enough to remove the leashes. The handlers end the interaction. 5/20/26: Hailey is observed to be leash biting as primary handler is attempting to remove her from kennel. She’s at the front of the kennel, tugging onto the room while vocalizing. She would attempt to push past the handler and exit the kennel, but is stopped due to pressure on the kennel door. A second handler approaches and she is at the front with a tense body & widened eyes, while being covered in feces. Second handler attempts to use a squeaky sound to distract her, which isn’t successful. Handler then uses a long treat and feeds it through the loop, which Hailey would then lunge and quickly bite the handlers finger. It was a bite and release, which broke skin and left a puncture in second handlers thumb. The leash was safely removed as she quickly dropped it and interaction was then ceased.
Summary (7):: 5/19/26 (late entry)[playgroup]: Hailey is at the front of her kennel with a soft body; as the handler attempts to leash her, she jumps up and paws at the kennel door. Once she jumps down, the handler leashes her and brings her out; she pulls towards the other dogs in kennel, but the handler shortens the leash. The handler brings Hailey to the yard for playgroup (see dog-dog notes). Afterwards, the handler brings Hailey into another pen and places her on the drag line. There, she sniffs and eats the tossed treats on the ground; she also softly jumps on the handler for pets. The handler brings Hailey back into the room; she pulls towards the kennels again, but the handler is able to return her. 5/19/26: It is reported that Hailey is eating things off of the street. One of the items caused her mouth and tongue to bleed. This blood was visible from across the street. 5/17/26: It is reported that Hailey is biting, tugging on the water bucket, and trying to break the bucket while in kennel. It is also noted that she is biting and tugging on the leash when handlers are attempting to leash her. 5/17/26: Reported via whiteboard that Hailey is very reactive to the dog in the top kennel trying to bite when putting the dog back 5/15/26 (assessment): Hailey is at the front of her kennel with a loose body; as the handler attempts to leash her, she paws at their hand. The handler lures her with a treat, and leashes her as she eats it; while exiting, Hailey walks normally, and then darts to the kennel by the door; the handler quickly pulls her away and releases the tension afar exiting the room. On the street, Hailey walks ahead with mild to moderate leash tension; she doesn't mind a passerby, but darts towards another with a neutral body. When seeing dogs, Hailey barks and pulls towards them; to break her attention, the handler continues the walk and Hailey stops reacting. hailey engages with the handler; she allows pets and jumps on them to take treats. The handler brings Hailey inside for her assessment (see notes). Afterward, they bring her to her kennel, but she refuses to enter, and attempts to pull toward the other kennels; the handler then tosses treats into her kennel and she enters to eat them. 5/15/26: Hailey is observed to splash her water bucket, and bite and tug on the handle of the bucket as the room is active.

ENERGY LEVEL:: We have no history on Hailey so we cannot be certain of her behavior in a home environment. However, she will need daily mental and physical activity to keep her engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in additional to physical exercise, to positively direct her energy and enthusiasm.

Recommendations comments:: No Children (Under 13): Due to Hailey's poor impusle control and rope reactivity, we recommend a home with no children. Single Pet Home/No Dog Parks: Due to Hailey's reactivity toward dogs on leash we recommend placement into a single pet home and that she stay away from dog parks. We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Potential challenges comments:: Resource Guarding: Hailey's previous owner states that she will become tense, hover, growl and hard bark when in the possession of toys and treats. Nothing should ever be taken directly out of Hailey's mouth, and any time something is removed they should be rewarded with a high value treat or toy. Please see handout on Resource Guarding. Basic Manners/Poor Impulse Control: During her assessment Hailey was observed to jump exuberantly on handlers and counter surf on desks. It is recommended that default behaviors such as "Leave it", "Sit/Stay", "Down" are reinforced to substitute any frustration and teach her to control her impulses instead of simply reacting; proper management is also advised. Force-free, reward based training only is recommended. Please see handout on Basic Manners and Poor Impulse Control. Mouthiness/Poor Bite Inhibition: During her assessment Hailey would become impatient and mouth handler lightly when she thought treats were in hand. This is a behavior that should be extinguished through training alternate behaviors and lack of reward (ex. walking away whenever Hailey's teeth make contact with skin). Please see handout on Mouthiness. Handling Sensitivity: Hailey's previous owner states that she will become fearful when held, pushed off furniture, and when her paws are touched. Positive reinforcement, reward based training should be used to pair touch with good things such as food rewards in order to teach Hailey to be more comfortable with this. Please see handout on Handling and Touch Sensitivity. Bite History (Human): Please see bite history above for more details. Please see handout on Bite History and Potential for Future Aggression. On Leash Reactivity: Hailey's previous owner states that she will growl and hard bark towards other dogs while on leash. While in care Hailey has been observed to bark and pull towards other dogs while on the street. This behavior is not able to be redirected easily. Hailey will need positive reinforcement, reward based training to teach them to look at you rather than other dogs. We recommend a front clip harness to help manage this behavior. Please see handout on On Leash Reactivity and Barrier Frustration. Leash Biting: Hailey has been observed to bite and tug the leash into kennel. This behavior is not able to be redirected easily. We recommend walking them with a toy to dissuade them from grabbing the leash. Positive reinforcement, force-free training is advised to teach them to focus on you rather than grabbing the leash.
