Charlotte is at risk due to behavioral concerns. Charlotte arrived at the Care Center as an owner surrender with limited history. Upon intake Charlotte was notably anxious but allowed contact for her medical exam and handling assessment. Unfortunately, Charlotte has been difficult to handle safely due to persistent leash biting when handlers attempt to remove her from kennel. Charlotte has been quick to grab hold of the leash getting close the hands of handlers despite the use of high value treats. Medically, Charlotte is being treated for CIRDC.

What my friends at ACC say about me: My history is a mystery and my friends here do not know much about me yet! I would appreciate slow introductions to new people and places to help me feel safe. I'll need daily interaction with you as I get used to my new life.

Summary (6):: 4/24/26: When handler attempted to leash Charlotte, she began persistently leash biting. Charlotte would grab on to the leash and pull into kennel despite high value treats. Secondary handler tries using a second leash and Charlotte get notably close to the hands of staff. 4/23/26: Charlotte is at the front and focused on the leash in the handler hand outside of the kennel. Handler sprays cheese and offers high value treats. She takes them but quickly turns to leash when presented. She bites the leash tugging into kennel, groaning while doing so, and can not be distracted or redirected. A hook is used to remove the leash from the kennel. KD/BB 4/20/26: Charlotte is at the front jumping on the kennel bars. She is easily leashed with the use of a treat and walked on the street. She walks slightly ahead of handler loose leash, limping. She will come to handler when called and sit allowing petting. She returns to kennel without issue

Summary (7):: 4/18/26: Charlotte is at the front of the kennel with a loose and wiggly body and wagging tail. Handler unlocks the kennel and upon opening the kennel. Charlotte starts to push her way out where her front paws is sticking out. Handler puts the leash over Charlotte and it goes under her front leg. The leash is removed as Charlotte continues to jump and push her way out of the kennel. The leash is placed on her and she pulls her way out of the kennel, she looks towards the passing kennels. Charlotte is taken to the street where she continues pulling hard. She attempts to pull towards a dog staring at them with a forward posture and a tense body. Handler keeps her away and offers her a treat. Charlotte sniffs the treat and picks it up but she then drops it and leaves it. Charlotte stares at pigeons as they fly overhead and pulls towards them. Charlotte relieves herself. She pulls back and forth towards various objects to sniffs them, when pulling she begins to hack and cough. Charlotte observes a dog and plants with a stiff body staring at the dog. Handler tries calling to her and using squeakers but she does not react to them. Handler continues walking Charlotte forward and she begins to buck. Handler stops and lets the other dog pass while Charlotte hard stares the dog. She is then brought back inside the building. She begins baulking or occasionally stopping behind objects, avoiding going forward. Handler jogs her back to kennel and Charlotte follows behind. She begins to plant and she resists moving forward. Charlotte is then placed back into the kennel and the leash removed. She begins barking and pushing her snout and paws into the kennel door as the interaction is ended. 4/17/26 (pm walk): Charlotte is at the front of her kennel with a loose,wiggly body; she is easily leashed and brought out the room. ON the street, Charlotte walks ahead with moderate to hard leash pulling. SHe doesn't react to people, but when she sees dogs, she pulls towards them with a loose body. When seeing one dog, the handler walk Charlotte on the road. After seeing a small dog, who begins to react towards her, Charlotte stays in place, looking at them with a neutral body; when the handler attempts to pull her away to continue the walk, Charlotte thrashes and stops to look at the handler. When the dog walks away, the handler gives Charlotte a treat and walks her back to the shelter. Upon entry, the handler clips their leash and jogs Charlotte to her kennel, which she begins to resist while doing so. Once she is at her kennel, Charlotte places her two front paws in, but then immediately retreats; the handler muscles her into kennel, quickly closes the kennel door, and removes their leash. 4/17/26: Charlotte has been reported to jump a few times on the handler. Additonally, she thrashes while returning from a walk, becoming more intense while approaching her kennel. The handler had to muscle her into her kennel.

ENERGY LEVEL:: We have no history on Charlotte so we cannot be certain of their behavior in a home environment. However, they will need daily mental and physical activity to stay engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in additional to physical exercise, to positively direct their energy and enthusiasm.

Recommendations comments:: No children (under 13): Due to fearful behavior we recommend an adult only home. Place with a NH Partner: Charlotte has not acclimated well to the kennel environment and has been quick to grab and hold the leash when handlers attempt to remove her from kennel. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.

Potential challenges comments:: Fearful: Charlotte has been observed to thrash while on leash when returning to kennel. They should never be forced to approach anything that they are uncomfortable with or submit to petting or handling. It should always be their choice to approach a new person or thing. Charlotte would do best in an initially calm and quiet home environment and should be given time to acclimate to their new surroundings. Please see handout on Decompression Period. On Leash Reactivity: Charlotte has been observed to become tense with hackles raised when seeing another dog while on leash. This behavior was easy to redirect using squeaky sounds. Charlotte will need positive reinforcement, reward based training to teach them to look at you rather than other dogs. We recommend a front clip harness to help manage this behavior. Please see handout on On Leash Reactivity and Barrier Frustration. Leash Biting & Low Threshold for Arousal: Charlotte is quick to grab the leash in her mouth. We recommend walking him with a toy or treats to dissuade him from grabbing the leash. Positive reinforcement, force-free training is advised to teach him to focus on you rather than grabbing the leash.
