Hello, my name is Foreign. My animal id is #232021. I am a desexed female white dog at the Queens Animal Care Center. The shelter thinks I am about 3 years 7 months 2 weeks old.
I came into the shelter as a owner surrender on 10/25/2025, with the surrender reason stated as person circumstance- moving.
Foreign is on the at-risk list due to behavior concerns. In the care center, she hard barks and lunges at passing dogs from the kennel, shows leash biting during handling, and has redirected toward handlers when returning to the kennel. Foreign is very engaged in training and solicit attention, but her arousal rises quickly during some interactions. Medically, Foreign is apparently healthy.

In the care center, she hard barks and lunges at passing dogs from the kennel, shows leash biting during handling, and has redirected toward handlers when returning to the kennel. Foreign is very engaged in training and solicit attention, but her arousal rises quickly during some interactions. Medically, Foreign is apparently healthy. Foreign is a smart and determined pup in our Shelter Scholars program, working to overcome on-leash reactivity. With the use of positive reinforcement, engagement exercises, and leash management strategies, she's learning to keep her cool and check in with her handler when distractions appear. Foreign is proving just how capable she is with each session. What my friends at ACC say about me: I love to be loved, but on my own terms! Let's brush up on some canine body language together! I'm ready to learn! I need a patient person who has the time to work on training with me. I am excitable and energetic! I will need positive outlets for my energy! I would do best in a home with only adult humans. I would appreciate slow introductions to new people and places to help me feel safe. A volunteer writes: "When you're feeling lonely or stressed, Foreign will recognize that and administer cuddles or play time to help distract you from your thoughts." Those are some of the last words that her adopter of four months left for her. And each time I meet with her, she must sense some stress because she's full of endless kisses that no doubt help erase it away. She often gets into my lap and is content to just hang out in the yard. I love her little Eugene Levy eyebrow and she's the perfect pocket sized. Surrendered due to housing issues (both times she made her way to QACC), her adopter goes on to say that she is potty trained and crate trained for up to 4 hours. She knows the cues sit, stay and come here. She loves playing in water and with hard toys. She can be shy at first around strangers and is playful with children, though she is recommended to a home with kids over the age of 13. Foreign can be reactive towards dogs. If one of your New Year's Resolutions is reducing your stress, Foreign might be the dog for you.

Upon intake Foreign was very friendly and outgoing with counselors trying to jump up for pets and attention. Foreign allowed all handling such as scanning for mc, collaring and walking back/into her kennel without any concerns.

Basic Information:: Foreign is an approximately 3-year-old female (spayed) white with brindle patches medium mixed breed dog. Foreign was adopted from one of our off-site adoption events and was kept for 4 months before being surrendered due to housing complications.

How is this dog around strangers?: Foreign is curious at first around strangers but once she becomes comfortable, she becomes friendly, outgoing, playful and tolerant around strangers and visitors.
How is this dog around children?: Foreign is friendly, outgoing, tolerant and very playful around children.
How is this dog around other dogs?: Foreign has little to no experience with other dogs. Will hard bark and or growl around dogs.
How is this dog around cats?: Foreign has no experience with cats or any other animals.
Resource guarding:: It is unknown if Foreign resource guards.

Other Notes:: Foreign is potty trained and will use the bathroom outside, it is very rare that she has accidents. Foreign is fearful of loud noises (ex. storms/thunder, fireworks, arguments) she also has some destructive tendencies such as ripping up some household items. During walks Foreign will react to strangers that approach, skateboards, scooters and small animals such as squirrels, birds and raccoons as well as large dogs; when these approach, she will hard bark and or growl. Previous owner stated if it a stranger that approaches, she just needs to sniff them and approach on her own terms because she is protective but will not bite or lunge. Foreign isn't bothered when disturbed while resting/sleeping, becoming startled, pushed/pulled off of furniture, her collar is grabbed/touched. Foreign is fearful when held/restrained. Foreign will attempt to snap if her paws are touched.

For a New Family to Know: Foreign is a very social/affectionate, very active and playful dog. Foreign enjoys being in the bedroom areas of the house as well as wherever her owner/family are. Foreign allows her family/owner to bathe and brush her. Foreign loves water! Foreign will allow her owner/family to trim her nails. Foreign is a level 3 on a walk which means she has mild to moderate pulling on and off during walk. Foreign goes on 3 walks a day for around 30minutes to an hour. Foreign is crate trained and will do well in a crate for about 4 hours. Foreign knows the commands sit, stay, and come here. Foreign's previous owner stated that her favorite thing about Foreign is that when she is feeling lonely or stressed Foreign will recognize that and administer cuddles or play time to help distract you from your thoughts. Foreign enjoys hard toys and is picky with snacks.

Summary:: According to Foreign's previous owner(s), Foreign has little to no experience with other dogs. Will hard bark and or growl around dogs. On/off leash are not specified. 10/26/25 Foreign is introduced to a male helper dog while off leash at the care center. Foreign will approach the gate with a tense body. Foreign will shake off and revert to a square-like posture along the gate line. Foreign will hard bark with a hard face and is moved away from the gate. Foreign is returned to kennel, concluding the interaction.
Summary (2):: 03/05/26 (Trainer Note): Foreign is at the front of her kennel as the handler approaches. She begins jumping at her kennel door and will stop as a second handler opens her kennel. She is easily leashed and pulls mildly to kennel. When inside, she is clipped to a drag leash and will pace and pant around the room. Foreign will approach the handler and sit automatically and will be marked and rewarded. Foreign is able display fluency with the touch cue, doing so from across the room. Foreign will respond to the 123 game, readily engaging with the handler when they get to the number two. Foreign will pace and pant around the room in between soliciting pets from both handlers. Foreign is easily re leashed and returned to her kennel.
Summary (3):: 02/20/26 (Trainer Note): Foreign is standing at the front of her kennel with a loose body as the handler approaches. She is easily leashed and pulls mildly to the canine training room. Foreign is loose and social with the handlers and leans into contact. The handler works with Foreign on opting into the 123 game as well as take a breath and touch. She is easily leashed and returned to kennel without issue. 02/17: (late entry) Staff reports that Foreign was leash biting during leashing. 02/16/26 (Trainer Note): Foreign is brought to the training room where the handler continues work on the touch cue. Foreign will periodically opt out of training and sniff around the room, so the handler engages Foreign in the up/down game to help er focus. Foreign is able to perform the touch cue with teo different handlers. Foreign solicits pets before being safely returned to kennel. 02/15: (late entry) Staff reports that Foreign redirected toward the handler while returning to the kennel and attempted leash biting. High-value treats were used successfully to encourage and guide Foreign in. 02/05/26 (Trainer Note): Foreign was jumping at the front of her kennel as the handler approaches. She is easily leashed and pulls moderately to the Live Room. When inside she is clipped to a drag leash and will immediately bounce around the room, shaking off. Foreign was unable to focus, so the handler gave her a lick mat. Foreign will sit and wait for the handler to place the lick mat at her feet. Foreign will engage with the lick mat. When Foreign is finished, the handler will engage her in some hand target work. Foreign can touch the handlers palm with her nose from a close distance, when given the verbal cue "touch". Foreign will struggle when the handler moves their hand further away. Foreign would solicit some pets, before being re leashed and returned to kennel.
Summary (4):: 2/1/26: Foreign is at the front of the kennel with a wiggly frame as the handler approaches. She is leashed with ease and pulls moderately to the h=behavior office where her collar is clipped to a drag leash. She will immediately begin to engage with the enrichment set up in the room, sniffing through the snuffle mats deeply and pushing the rolled up towel briefly before giving up. She will also engage with the licki mat. After a while, Foreign is switched back to her slip leash and is returned to her kennel with no issue. 01/25/26 (Trainer Note): Foreign was lying at the front of her kennel as the handler approaches. She was easily leashed ad and walked to the training, pulling moderately. Wen inside. A dog passed them in the hallways and Foreign was able to orient to the handler without issue. When inside the training room, Foreign was clipped to a drag leash and began work on a touch cue. Foreign could push her nose into the handler's hand from varying distances with ease. Foreign was re leashed and returned to kennel without issue. 1/22/26: Acs reported that during cleaning Foreign will jump up in his kennel and hard bark at dog walking pass his kennel and will lunge at them. 01/18/26 (Trainer Note): Foreign is at the front of her kennel as the handler approaches, she is easily leashed and walks calmly to the training room. When inside, Foreign is clipped to a drag leash and is panting with dilated pupils. Foreign is unable to focus, so the handler gives her a lick mat and then plays up/down with her. Foreign can sit and look to the handler before being given a treat on the floor. After multiple repetitions, Foreign is able to relax and focus on some doggie zen. Foreign is able to leave a closed fist of treats calmly and be rewarded from those treats. Foreign will follow the handler as they go to get more treats and will counter surf. Foreign will accept pets from the handler and is easily re leashed and returned to her kennel.
Summary (5):: 01/03/25 (Trainer Note): Foreign is sitting in her kennel as the handler approaches. She is easily leashed and pulls moderately outside. Foreign participates readily in engage/ disengage, turning away from dogs without having to be prompted. She intermittently jumps up onto the handler, but is easily redirected. The handler uses the 123 game to encourage loose leash walking. Foreign leans into contact and is returned to kennel without issue. 12/28/25: Foreign is standing at the front of her kennel on her hind legs and vocalizing, but allows the handler to leash her with ease. She is escorted to the assessment room for enrichment, where a drag leash is placed on her. Foreign roams the room freely, exploring her environment. The handler tosses treats into a snuffle mat and asks her to sit, which she does successfully. She then engages eagerly with the snuffle mat, consuming all treats inside. Afterward, she responds to additional sit cues and is rewarded. When the session is complete, Foreign is returned to her kennel safely without any issues. 12/20/25 (Trainer Note): Foreign is sitting in her kennel as the handler approaches. She is easily leashed and pulls moderately outside. The handler works with Foreign on engage/ disengage and she participates readily. Foreign occasionally pulls towards dogs when she is at a close distance, but is easily redirected. She turns away from dogs without prompting and responds readily to the sit cue. Foreign jumps repeatedly onto the handler to solicit treats so the handler begins to teach her to put her paws up onto various surfaces. Foreign participates readily. Foreign responds to the 123 game, turning away from dogs and walking with a loose leash to accept the treat. As she is being returned to the kennel, Foreign has to pass several dogs at a close range. She lunges and barks once at two of them but continues walking when the handler encourages her to do so. She is returned to kennel without issue. 12/14/25: Foreign is laying at the back of her kennel sleeping as the handler approaches. She will get up and stretch and then jumps onto the door as the handler gets their leash ready. She is leashed with ease and will pull hard to the live room. She is switched from the slip leash to the drag leash and is then free to explore in the room. She will sniff each snuffle station and eat the treats on the outside before reengaging with the handler to solicit treats. The handler will then work on shaping a touch cue with Foreign. Foreign remains loose and social throughout the session. After a while, Foreign is returned to her kennel with no issue and is secured safely.
Summary (6):: 12/03/25: Foreign is lying down in her kennel and gets up slowly to approach the front, allowing the handler to leash her with ease. She is escorted to the assessment room for enrichment, where a drag leash is placed on her. Foreign roams the room freely and approaches handlers to socialize calmly. The primary handler provides a lick mat with cheese, which she engages with for an extended period. Afterward, she resumes exploring the environment, sniffing around the room. Foreign is returned to her kennel safely without any issues. 11/28/25 (Trainer Note): Foreign is standing at the front of her kennel with a loose body as the handler approaches. She is easily leashed and pulls moderately outside. Foreign readily plays engage/ disengage, turning away from dogs without prompting. She is loose and social with the handler, leaning in to solicit contact. Foreign plays the 123 game and take a breath readily and is returned to kennel without issue. 11/23/25: Foreign is standing at the front of kennel with a neutral frame as handler approaches. She is leashed with ease and walks on a loose lead to the Canine Behavior Office where she is clipped to a drag lead and free to explore the space. Foreign is social with handlers throughout her time in the room and returns to kennel safely. 11/21/25 (Trainer Note): Foreign is at the front of her kennel with a loose wiggly body as the handler approaches. She is easily leashed and pulls moderately outside. The handler marks her when she looks at dogs without reacting, but improves quickly. By the end of the session she turns away from dogs quickly to receive a treat. Foreign engages in take a breath and the 123 game and leans into contact with a wiggly body. She is returned to kennel without issue. 11/15/25 (Trainer Note): Foreign is at the front of the kennel with a loose wiggly body as the handler approaches. She is easily leashed and pulls moderately to the canine training room. She allows the handler to attach a drag leash and explores the room. The handler works with her on the 123 game and take a breath. Foreign engages readily and gives her attention to the handler. She leans into contact and is returned to kennel without issue.
Summary (7):: 11/06/25 (Trainer Note): Foreign is at the front of the kennel with a loose, wiggly body as the handler approaches. She is easily leashed and pulls moderately to the canine training room. Foreign allows the handler to attach a drag leash and begins to explore the room. The handler works with her on the 123 game and take a breath and she is moderately distracted, but engages. Foreign leans into contact and is returned to kennel without issue. 11/02/25 Foreign is lying down as the handler approaches, rising and coming forward as the handler unlocks the kennel door. She is easily leashed and taken outside for a lengthy walk. Foreign pulls on the leash, displaying a tense frame. She will see other dogs on their walks with novel handlers and attempt to pull in their direction. With directional leash pressure she is guided straight, continuing their walk. Foreign, when praised, will exuberantly spring board off the handler, displaying a wiggly body. As she returns to the facility, she hard barks at dogs with novel handlers. Foreign will enter the building as well as her kennel with no issue. 10/26/25 (assessment): Foreign is standing at the front of kennel with a loose, wiggly frame as handler approaches. She is leashed with ease and walks to the Canine Behavior Office for assessment (see Behavior Assessment for further details). She is social with handlers throughout her time in the room and after session, is returned to kennel safely. 10/26/25 (playgroup): Foreign is standing at the front of kennel with a loose, wiggly frame as handler approaches. She is leashed with ease and pulls moderately towards dogs walking by, beginning to whine. She is walked to the yard for playgroup (see Dog-to-Dog Summary for further details). After her session, Foreign pulls hard towards dogs walking past and will heavy pant. After her session, she is returned to kennel safely. 07/15/25 (BA) Foreign is in her kennel, bouncy and wiggly, running back and forth through her transfer door. The handler will leash her with ease and they will proceed towards the assessment room for a behavior assessment. Foreign will trot over to the assessment room with a loose frame. As she appears aloof as she passes by dogs reacting towards her as she passes through a kennel room. As she enters the assessment room, she remains soft and wiggly, greeting the accessor upon arrival. Foreign will allow collaring, remaining soft. (Please refer to BA in Behavior section for more insight). Foreign is returned to her kennel with no issue, entering her kennel quickly.

Potential challenges comments:: Basic manners/poor impulse control: In the prior home Foreign is known to jump on people in a social manner on walks and pull hard on the leash. Training will focus on teaching polite greetings, reinforcing calm behavior, and using structured leash exercises to improve impulse control. Please see the handout on Basic manners/poor impulse control. Social hyperarousal: Foreign quickly becomes over aroused in the presence of people, jumping up and mouthing. Positive reinforcement, force-free training should be used to teach Foreign to remain calm when people and other exciting things are around. He should be rewarded with treats when calm. If he escalates to jumping or mouthing, people should immediately walk away from and separate themselves from Foreign. Fearful: During his medical exam, Foreign initially showed signs of fear, including whale eye, a crouched posture, and a furrowed brow. With gentle encouragement, he began taking treats, relaxed, and became affectionate, allowing all handling. Strength/leash pulling: In the prior home he is note to pull hard on walks. Training will include loose-leash walking techniques, use of appropriate walking tools, and rewarding calm, focused walking to reduce pulling behavior. Please see the handout on Strength/leash pulling. Leash-biting: Foreign is noted to leash bite while on walks. Training should prioritize reducing excitement before exiting the kennel, reinforcing calm engagement with high-value treats, and redirecting his attention to appropriate behaviors to interrupt the leash-biting pattern. Other/On-leash reactivity/barrier frustration: Foreign will bark at other dogs on leash to solicit play.Training will focus on improving leash manners, teaching appropriate social behavior, and using redirection and engagement exercises to manage his behavior when seeing other dogs.
