Pre-Screener FormOrlando is on the at-risk list for behavior concerns. Orlando continues to display challenging behavior during interactions. He is extremely intelligent and high energy, and needs to expend energy constructively with interactive play sessions 3-4X/day. In addition to playtime, this cat would also benefit from mental exercise from activities such as puzzle toys/games, lick mats, or clicker training. Without providing activity for his/her mind and body, the cat may react with rough play, potentially resulting in bite/scratch incidents. It is in his best interest to move out of the kennel environment and into a stable home as quickly as possible. He would do best in a home with adopters who are willing to give him plenty of time and space to adjust, and who have experience with feline body language, overstimulation, rough play, and who have the time to invest in managing these behaviors on a consistent basis to avoid bite/scratch incidents.

A volunteer writes: I love it when cats knead to themselves. It looks like the most welcoming of kitten greetings, an adorable effort to make friends or a way to show the comfort and happiness they find in their world. Orlando seems to knead as a way of processing some very big feelings and while this makes him look very approachable, Orlando's preferred version of approaching means something a little different in the shelter. We don't know much about his life before the shelter as he was brought to us by police, but Orlando likes when we bring him treats and toys. He's eager to flop over onto his side when we pet him with our scratcher tool, but less so when we pet him with our hands. Orlando would love a chance to meet you and show you his kneads and the love he has in his heart.

Behavior Condition: 2. Blue
KNOWN HISTORY:: Orlando was brought in as a stray, there is no known information on his behavior history in a home environment. He is known to have lived with at least 1 adult.
ENRICHMENT NOTES:: 6/22/26 FB61 Standing in front of kennel, body and face relaxed with his ears forward and his tail raised. He makes and maintains eye contact when spoken to and when I open the kennel door he tolerates petting along his head and body while leaning in, arching his back and raising his tail. His body remains slightly tense and he turns his face to watch the scratcher tool as it reaches his lower back. His tail is pilo-erect along the base and curled at the tip. He plays with the catnip toy offered and eats his treats. Has potential! 6/23/26 FB25 He's very sweet throughout the interaction today but a little difficult for me to read. He is very excitable when I approach and crack open the kennel, walking frantically back and forth and pushing himself against the door, rubbing his head on the sides of the kennel. His tail is high, curled and becomes slightly pilo-erect. Whenever we make eye contact, he meows. I use the scratcher tool to pet him due to the very high arousal, and he pushes himself into it harshly, soliciting pets all over his head and body. He runs his mouth along it but doesn't nip. I give him a couple toys since he seems to have high energy, and he plays with the spring toy. 7/7/26 FB25 He continues to be very excited and very erratic. While I was working with the other cats, he could be observed pawing relentlessly at the kennel glass. When I lean down to approach him and crack the door open, he is very quickly walking back and forth and pressing himself against the glass. He is so eager that it is a bit tricky to keep the door fully open and still work with him safely. I give him lots of treats which he eats quickly, and I pet him with both the scratcher tool and my hand. He rubs his body against it, never sitting still. I bring in a wand toy for some play time and he does bat at it a bit, but he seems to lose interest in it. I leave him with a big pile of treats and a catnip toy. 7/9/26 FB79 Orlando is at the top of the kennel and jumps down when i start to unlock the door; he entered into the cubby and started to paw/scratch at the glass as he chirps at me. When i placed the treats in the main part of the kennel he partial existed the cubby and started to enjoy his treats with a mid level tail, forward ears and his body neutral. However as i placed more treats down with the tool i attempted to pet his cheekie which he pulled back from but then right back in for treats. i was able to coax him fully into the main part which more treats and he now had a high tail/arched back and after he finished his treats he started to pace back and forth from the main kennel into the cubby and back while head bunting the top part of kennel. GAN

Potential challenges comments:: During his assessment, Orlando displayed very conflicted behaviors and would move erratically towards; the scratcher tool, assessor's hand (wearing bite gloves), and the fake hand, before then jerking away seemingly tense. He would then shift his back half upwards and almost flip over or push off the back of the cage. It is not exactly clear what the behavioral motivations are behind this behavior are at this time, given that Orlando came in as a stray and we have no context for his baseline behaviors. Orlando may potentially be presenting with fearful and fawning or appeasing behaviors by trying to solicit pets but remaining to fearful. He may also be a social cat that is attempting to solicit attention but is struggling to adjust to his new environment. Orlando did escalate to hissing a couple times and attempted to bite the fake hand.

Recommendations comments:: At this time due to the conflicting behavior being presented and slight potential for escalation, the behavior team recommends he goes to an adult only home.
BEHAVIOR SUMMARY:: 6/13/26 On approach, Orlando is laying at the back of the cage with an alert face and body, and vocalizes- seeming to be soliciting attention. He comes forward for treats and accepts pets on his head with the scratcher tool and leans in, but continues to vocalize somewhat sharply. He accepts touch on his head before moving erratically back and head bunting the tool while raising his hips high and standing on his toes, his tail tucked and wrapped around his leg. He then slips down onto his side, and curls up and vocalizes sharply, pushing off the back of the cage. He eventually settles on his side and low with his tail wrapped and his ears forward, pupils remaining relatively small throughout. When the assessor offers their hand out slowly with the bite glove, he leans to sniff and accepts some pets on his head before turning to hiss as the hand gets near the rest of his body. When the assessor returns with the Assess-A-Hand, he is laying at the back, ears forward, and pupils normal - leaning forward to sniff at the fake hand, some low growls and displays the same reactions as before, hissing and eventually attempting to bite the hand once. Pick up or full petting attempts were not made. 7/13/26 FB47 Upon approach, Orlando rubs his body along the front of his kennel making biscuits and meowing lightly. His face is neutral, his body is loose, and his tail high. The assessor enters the kennel with the hand prop tool. He rubs against the hand and forearm portion of the tool excitedly. He begins to make a motion with his mouth as if he is grinding his jaw or teeth producing excess saliva but not drooling. He remains active until the hand/arm tool pets him in a way which pushes him lightly against the kennel wall. At this point his body tenses, he stills, his ears turn a little to the side, and his tail slightly poofs at the base. No other response. Once the arm moves to a different position he relaxes once again rubbing up against the tool. The assessor removes the tool. They put on bite gloves and reenter the crate. His body is much more tense. He rubs against the gloves for about 15 seconds before his body fully tenses and he turns his head quickly to bite the glove/ assessors hand. The interaction ends and he relaxes again. Orlando is displaying behaviors that preclude placement in the adoptions room and/or may require further investigation before placement in a home. He is eager for attention though has tried to bite, is extremely fearful in the shelter environment, and does not currently tolerate petting or handling without the potential for escalating. The behavior department feels that placement with a New Hope Partner is the best option at this time.
