Hello, my name is Justice. My animal id is #244305. I am a male gray dog at the Manhattan Animal Care Center. The shelter thinks I am about 1 years 3 weeks old.

I came into the shelter as a agency on 12/24/2025.

Justice is at risk due to behavioral reasons. During his stay in the care center Justice has been obsvered to be on leash reactive and rope reactive. Noted to pull towards dogs and people on leash while alert barking. While in kennel Justice is obsvered to jump up, bite and tug the leash into kennel. During one instance Justice jumped up and bite the handler on the finger when they were trying to leash him, this bite did not break skin. Justice is also obsvered to head whip and nearly bite the handler when they attempted to clip their leash. Medically, Justice has CIRDC and is a cryptorchid.

Justice arrived at MACC as a stray with no known history. During his stay in the care center Justice has been obsvered to be reactive while on leash and rope reactive. Justice will alert bark while on leash towards other people. While in kennel Justice is obsvered to jump up and bite the leash. During one instance Justice bit the handler on the finger while they were trying to leash him. This bite did not break skin. Due to the detailed behaviors we recommend an experienced adult only home.

Summary:: Leash Walking Strength and pulling: Moderate/Hard Reactivity to humans: Moderate Reactivity to dogs: Inconclusive Leash walking comments: Alert barks at people passing on the street but stops after a moment. Sociability Loose in room (15-20 seconds): Distracted Call over: Approaches with coaxing Sociability comments: Accepts treats from handlers, stares at assessor initially but accepts treats and allows collaring while distracted with treats, barks in reaction to sound outside. Soft handling: Tolerates contact Exuberant handling: Tolerates contact Comments: Tolerates contact, quickly turns to handler when touching legs Arousal Jog comments: Follows exuberantly Knock Knock comments: Hackles raised, stares at handler, approaches quickly Toy Toy comments: Grips, disengages.

Summary:: 1/6/26: Justice greets another dog at the gate with a neutral body and soft wag.

Summary (5):: 1/17/26: Canine Behavior has begun to give Justice his AM meds. 1/16/26: Before entering the room, the handler observes Justice licking and gnawing at the kennel walls. As the handler approaches, Justice has a loose body. The handler lures him with a cheese slice, and as Justice eats it, he is leashed. After exiting the room, Justice begins to mouth the handler's treat pouch and leash, as well as jump high for the cheese in hand. The handler throws the cheese on the ground, and Justice eats it. However, when he's done eating, Justice jumps up towards the handler with an open mouth twice, but he settles himself. Once outside, Justice relieves himself, but then barks at a person - several feet away- walking in his direction. Justice walks ahead with mild to moderate pulling. When seeing other dogs, he attempts to pull towards them, but disengages. He also jumps on the handler repeatedly for treats; once he sits, the handler tosses treats. For the remainder of the walk, Justice walks and sits right in front of the handler for treats; additionally, the handler avoids walking near people so Justice doesn't react. Upon entry, the handler clips their leash and walks Justice to his kennel; he reacts to the dog in the kennel next to him, but the handler pulls him away and returns him to kennel.

Summary (6):: 01/15/26: Justice is at the front of his kennel as handler approaches, he jumps on the kennel door and barks at handler as they unlock the door. Justice is leashed while distracted with treats and once leashed exits kennel and pulls hard toward the dogs in kennel he passes as well as the ones in pop up crates. Treats are effective in distracting him briefly and he is walked to the street, outside Justice pulls hard and alert barks occasionally at people passing by so handler uses space on the street when passing people. Justice continually pulls hard throughout the walk and briefly stops to sniff spots on the street. After walking for a while Justice is brought back inside and attempts to kennel fight again while returning, he is muscled into kennel and interaction is ended. 1/14/26: Justice is at the front of his kennel with a loose body and barking. As the handler attempts to leash her, he pulls the leash in. Once Justice lets go, the handler sprays cheese on the kennel door; as he eats the cheese, the handler leashes him. The handler also shows Justice a handful of treats, and when he exits his kennel, they toss it on the ground. Justice eats a few of the treats, but attempts to pull towards the kennels. The handler walks him out on a shorten leash. Justice relieves himself before going outside, and walks on the street with moderate tension. He doesn’t display dog reactivity. He also barks and howls at a few people walking past. The handler distracts him by giving him the 'sit' command and tossing treats on the ground. Upon entry, the handler attempts to clip the leash, but Justice headwhips and nearly mouths/bites their hand. The handler succeeds after a second attempt. When walking to the room, Justice attempts to pull towards another dog and others in crates, but the handler shortens the leash. Before entering the room, the handler tosses treats on the ground. Justice eats some but attempts to pull towards the kennels. The handler is able to return Justice to kennel. 1/12/26: Justice is standing at the front of his kennel as handler approaches. He begins jumping and barking at the door as the handler unlocks it. He is able to be leashed with ease, and he pulls hard towards the dogs in kennels on the way outside for a walk. On the walk, he would continue to pull hard, and would hard stare at dogs with a tense body. He would turn around to face the dogs as they handler continues to walk away. He is unable to be redirected until the dogs are out of sight. He pulls hard towards dogs in kennels on his hind legs on the way back to his kennel.

Summary (7):: 1/11/26: ACS report that Justice was leash biting intensely and jumped up as the handler was trying to leash him and bite them on the finger. This bite did not break skin. 1/10/26: Justice is at the front of his kennel neutral body. He is easily leashed using treats as a lure. Once removed from kennel, he pulls hard towards the other dogs kennels. He attempts to pull bark towards the room once in the hall. HE is walked on the street where he walks slightly ahead of handler. He is aloof. He does not react towards people passing. He attempts to kennel fight again on the way back but goes into kennel without issue. 1/8/26: It is noted on the whiteboard on 1/7 that Justice "will chase pigeons, timid". 1/6/26 (for dog-dog interaction): Justice is neutral bodied as handler approaches kennel, he is becomes more loose as handler begins to unlock kennel. He is easily leashed, he pulls moderately out of the kennel room. Justice is walked out to a play-yard, a staff member is in the yard, he approaches with with loose body and takes treats offered. He allows gentle petting with loose body. A dog enters the vestibule for a gate greet (See dog-dog notes). After interaction is complete Justice is walked back to kennel safely, takes treats offered through kennel door. 12/27/25: Justice is in the yard with a staff member on leash. Behavior team member approaches to take Justice for his assessment walk. Justice is loose and wiggly with the handler but when behavior team member approaches and speaks to the handler, Justice hard barks once. Behavior team member kneels down and offers a treat through the door. He approaches and accepts the treat. The handler is able to place another leash on him and remove their own. The leash is then handed through the gap in the fence and the door is opened. Justice walks with new handler to the street where he pulls ahead of handler sniffing his environment. He will alert bark, similar to what he did in the yard, then continue walk. In the behavior room, he is slightly tense low wagging tail with new staff member in the room but warms up over time, taking treats and allowing collaring. He is easily returned to kennel.

ENERGY LEVEL:: We have no history on Justice so we cannot be certain of his behavior in a home environment. However, he will need daily mental and physical activity to keep him engaged and exercised. We recommend long-lasting chews, food puzzles, and hide-and-seek games, in additional to physical exercise, to positively direct his energy and enthusiasm.

Recommendations comments:: No Children: Due to Justice's fearful demeanor and reactivity to people who approach quickly and sudden noises we recommend a home with no children. We recommend placement with a New Hope rescue partner who is able to provide an experienced, adult-only foster home. Force-free, reward based training and/or consultation with a professional trainer/behaviorist is highly recommended.

Potential challenges comments:: Fearful Defensive: Justice has been observed to alert bark when approached by people and has startled easily when hearing sudden sounds. During one instance Justice head whipped and nearly bite the handler when they attempted to clip their leash. It is important to move slowly with Justice, to build positive associations (treats/toys/praise), and to allow them to initiate interactions with new people. They should never be forced to greet or to interact if they are not comfortable and soliciting attention. Please see handout on Fearful and Defensive Aggression. On-Leash Reactivity/Barrier Frustration: On walks, Justice has been observed to alert bark at passerby's on the street. He has also been obsvered to pull hard towards dogs and people. Justice may need positive reinforcement, reward based training to teach him to look at you rather than other dogs. We recommend a front clip harness or head halter to help manage this behavior. Please see handout on On-Leash Reactivity and Barrier Frustration. Leash Biting: Justice has been obsvered to jump up and bite the leash while in kennel. During one instance Justice bit the handler on the finger when they were attempting to leash him. This bite did not break skin. We recommend walking them with a toy to dissuade them from grabbing the leash. Positive reinforcement, force-free training is advised to teach them to focus on you rather than grabbing the leash.
